Job summary

Department of Health and Social Services (DHSS) is seeking a Management Analyst III to serve as the Program Evaluator for the Tobacco Prevention and Control Program. The role involves conducting highly complex studies and analyzing statewide health surveillance data for the Health Promotion Bureau.

You will design and maintain surveillance systems, perform statistical analyses, and provide program recommendations to improve effectiveness.

Qualifications

• Three years experience in conducting studies evaluating operations, programs, services, policies or procedures.
• Three years experience in descriptive statistics (mean, median, mode, standard deviation).
• Three years experience in interpreting laws, rules, regulations, standards, policies, and procedures.
• Six months experience designing studies including goals, data needs, sources and sampling.
• Six months experience making recommendations based on findings.
• Six months experience in narrative report writing.
• Knowledge of inferential statistics (correlation, t-tests, ANOVA).

Responsibilities

• Interviews agency staff, observes work processes, and gathers data for evaluating services and compliance to goals.
• Reviews and interprets collected data; defines and recommends improvements.
• Analyzes data and develops solutions or alternative methods.
• Evaluates effectiveness of operations in meeting goals.
• Provides technical assistance on management objectives and controls.
• Studies background material such as legislation and regulations.
• Documents findings and prepares recommendations for new systems or procedures.
• May supervise administrative staff.
