Job summary

ATA Services in Honolulu, HI is seeking a Program Evaluator to provide evaluation and epidemiological support for the Adult Mental Health Division. The role involves collecting and analyzing behavioral health data, designing reporting systems, and supporting DOH in annual legislative reporting requirements.

The position is full-time, onsite with potential for remote work as approved. Pay rate is $52 hourly, with a contract through June 30, 2027, and benefits after one month.

Qualifications

• Minimum of two years of professional experience in program evaluation.
• Experience with mixed-methods (qualitative and quantitative) research designs.

Responsibilities

• Review legislation and materials to document current implementation and processes.
• Conduct semi-structured interviews and/or surveys with stakeholders to identify barriers and facilitators of implementation.
• Conduct data mapping and gap analysis of data systems relevant to reporting and data quality.
• Develop an evaluation framework linking inputs, program characteristics, and outcomes.
• Draft evaluation plans and annual legislative reports in coordination with DOH staff.
• Assist with drafting testimony as needed.
• Organize and facilitate meetings with DOH staff and partners.
• Translate technical findings into actionable recommendations for DOH leadership.
