Job summary

ATA Services, Inc. seeks a Program Evaluator in Honolulu to provide evaluation and epidemiological support to the Adult Mental Health Division for legislative reporting on emergency transports, petitions, and related services.

The role collects and analyzes behavioral health data, designs reporting systems, and partners with DOH to manage data collection and improve program monitoring. Onsite with potential for remote work, salary $52 hourly.

Qualifications

• Minimum two years in program evaluation or health services/quality improvement.
• Experience with mixed-methods (qualitative and quantitative) research designs.
• Experience designing and conducting interviews, surveys, and other qualitative data collection including coding.

Responsibilities

• Review legislation and materials to document current implementation and processes.
• Conduct interviews or surveys with stakeholders to identify barriers and facilitators.
• Map data sources and analyze data quality and gaps for reporting elements.
• Assess feasibility of data linkages across agencies and prepare IRB materials as needed.
• Develop an evaluation framework linking inputs, program characteristics and outcomes.
• Draft evaluation plans and develop standardized data collection tools.
