This position involves comprehensive analysis of hazard data, collaboration with local, state, and federal agencies, and the creation of actionable mitigation plans that align with regulatory requirements. The planner will lead efforts to engage stakeholders and the public to ensure inclusive and effective hazard mitigation strategies. By integrating scientific research, policy considerations, and community needs, the role aims to minimize potential damage and promote sustainable development. Ultimately, the Hazard Mitigation Planner contributes to safeguarding lives, property, and infrastructure through proactive planning and risk reduction initiatives.

Minimum Qualifications:
  • Bachelor’s degree in Urban Planning, Environmental Science, Emergency Management, Geography, Engineering or a related field.
  • At least 10 years of professional experience in hazard mitigation planning, emergency management, or a closely related discipline.
  • Familiarity with federal and state hazard mitigation policies, including the Disaster Mitigation Act and FEMA’s mitigation planning requirements.
  • Strong analytical skills with experience in risk assessment and data interpretation.
  • Excellent written and verbal communication skills to effectively prepare plans, reports, and conduct stakeholder engagement.
Preferred Qualifications:
  • Master’s degree in a relevant field such as Urban Planning, Environmental Management, or Public Administration.
  • Certification in Emergency Management (CEM) or Professional Planner (AICP) credentials.
  • Experience working with Geographic Information Systems (GIS) for hazard mapping and spatial analysis.
  • Proven track record of successful grant writing and project management related to hazard mitigation.
  • Demonstrated ability to work with diverse communities and facilitate multi-agency collaboration.
Responsibilities:
  • Conduct detailed risk assessments and vulnerability analyses for various hazards including floods, earthquakes, hurricanes, and technological incidents.
  • Develop, update, and maintain hazard mitigation plans in compliance with federal and state guidelines, such as FEMA requirements.
  • Coordinate with emergency management agencies, local governments, and community organizations to gather data and foster collaborative mitigation efforts.
  • Facilitate public meetings and workshops to educate stakeholders and incorporate community input into mitigation planning.
  • Prepare grant applications and reports to secure funding for mitigation projects and ensure proper documentation and tracking of project progress.
Skills:

The required skills enable the Hazard Mitigation Planner to analyze complex hazard data and translate it into practical mitigation strategies that reduce risk. Strong communication skills are essential for engaging with stakeholders, conducting public outreach, and preparing clear, comprehensive planning documents. Analytical and technical skills, including familiarity with GIS and risk assessment tools, support the accurate identification of vulnerabilities and the development of targeted solutions. Preferred skills such as grant writing and project management enhance the planner’s ability to secure funding and oversee mitigation initiatives from conception through implementation. Together, these skills ensure the planner can effectively contribute to building safer, more resilient communities.
