County of Delaware is seeking an Environmental Senior Planner - Hazard Mitigation Specialist to lead hazard mitigation planning, research, and outreach. You will update the Hazard Mitigation Plan, prepare meetings, and develop content while fostering participation from municipalities and regional partners.

The role requires a Master's or Bachelor’s in planning (or related) with several years of Hazard Mitigation experience, strong communication, and teamwork skills.

Responsibilities

  • Lead and perform tasks related to hazard mitigation planning, including research, report preparation, and outreach.
  • Update/maintain the County's Hazard Mitigation Plan (HMP); prepare for annual WPAC meetings.
  • Develop HMP content and supporting documentation.
  • Foster participation with municipalities and stakeholders to reach full engagement.
  • Prepare environmental components of municipal or multi-municipal plans.
  • Coordinate with Emergency Services, neighboring counties, Philadelphia, and PEMA.
  • Assist in Act 167 stormwater planning updates.
  • Prepare subdivision/land development reports and guidance for staff.
  • Present at regional meetings and local events.
  • Provide technical assistance and respond to public inquiries.

Job description

The Environmental Senior Planner -Hazard Mitigation Specialist isresponsible for carrying out and taking the lead on tasks including research, report preparation, and outreach for activities as set forth in the Department Work Program with focus on hazard mitigation and related planning efforts. Under general supervision of the Environmental Manager:

  • Conducts activities related to updating/maintaining the County's Hazard Mitigation Plan (hereafter HMP) including but not limited to the following:
  • Prepare for and set an annual Hazard Mitigation/Act 167 WPAC meeting.
  • Conduct necessary outreach and collect needed input for HMP update.
  • Develop HMP content including necessary data and appendix supporting documentation.
  • Foster existing HMP municipalities and strive to add un-signed municipalities with a goal of 100% participation.
  • Develop informational resources for both the public and municipalities to further overall county understanding for the necessity for hazard mitigation planning.
  • Foster collaborative relations with hazard mitigation efforts of the County Emergency Services Department as well as neighboring counties, the City of Philadelphia, and Pennsylvania Emergency Management Agency (PEMA).
  • Assist in county stormwater planning efforts including aiding in the implementation and updating of the Countywide Act 167 stormwater plan.
  • Prepares subdivision/land development reports and other section tasks as requested.
  • Provides work guidance to Planners and Interns, as required.
  • Prepares environmental components of municipal and/or multi-municipal comprehensive plans.
  • Participates in regional environmental and watershed group committees.
  • Presents at regional meetings, conferences, and local events.
  • Performs state-mandated sewage facilities planning module reviews.
  • Develops grant applications.
  • Provides technical assistance to municipalities concerning environmental issues and programs.
  • Responds to public inquiries regarding environmental issues.
  • Master's degree in planning or related field, plus 2 years of Hazard Mitigation Plan experience; or bachelor's degree in planning or related field, plus 4 years of Hazard Mitigation experience; or equivalent combination of education and experience.
  • Ability to work in a team environment on a wide range of projects involving both public and private interests is essential.

  • Familiarity with the planning process at the local level.
  • Working knowledge of AGOL or/and existing network within the hazard mitigation profession is/are a plus.
