Job summary

Superior Skilled Trades is seeking a Senior Preconstruction Manager in Bethesda, MD to lead bid strategy, estimating, risk management, and client relationships for government projects from $5 million to $150 million.

You will collaborate with government owners, architects, engineers, and operations to drive preconstruction success, manage complex pursuits, and mentor the team while ensuring profitable outcomes.

Qualifications

• Bachelor's degree preferred in CM, business, engineering, or related field.
• Minimum 5 years in construction estimating and/or preconstruction.
• Experience with projects from $5M to $50M; government/public sector.
• At least 2 years communicating with Owners and Architects/Engineers.
• Strong knowledge of government procurement, bidding, and contracts.

Responsibilities

• Lead preconstruction and estimating from early pursuit through bid submission, review, negotiation, and project turnover.
• Communicate directly with government owners and participate in business development to pursue opportunities.
• Develop pursuit strategies aligning with profitability goals and project requirements.
• Review plans, specs, procurement requirements, and contract documents.
• Perform quantity surveys and develop detailed construction estimates.
• Lead design-build pursuits coordinating architects, engineers, and subcontractors.
• Mentor Preconstruction team members and improve estimating processes.
• Maintain clear turnover and strong communication across project teams.
