Superior Skilled Trades in Bethesda, MD is seeking a Senior Preconstruction Manager to lead bid strategy, estimating, and preconstruction for government projects ranging from $5 million to $150 million. You will collaborate with owners, architects, engineers, and operations to secure profitable new work.

You will supervise the preconstruction team, develop pursuit strategies, review plans and specs, perform quantity surveys, and manage risk from pursuit through award and turnover.

Formación

• Bachelor's degree in Construction Management or related field.
• Minimum of 5 years of experience in construction estimating or preconstruction.
• Experience managing estimates for projects from $5 million to $50 million.
• Experience with government, federal, state, or municipal projects.
• Minimum of 2 years communicating with Owners and Architects/Engineers.
• Strong understanding of government procurement, bidding, and contracts.
• Experience leading design-build pursuits preferred.
• General knowledge of major construction trades.
• Proficiency with Microsoft Office and Bluebeam.

Responsabilidades

• Lead preconstruction and estimating from early pursuit to turnover.
• Communicate with government owners and participate in business development.
• Develop pursuit strategies aligned with profitability.
• Review construction plans, specs, contracts, and procurement requirements.
• Perform quantity surveys and develop detailed estimates.
• Develop bid packages, bid lists, and subcontractor strategies.
• Evaluate subcontractor bids for scope, cost, and value.
• Identify and mitigate project risks related to scope and schedule.
• Lead bid clarifications and post-bid negotiations.
• Maintain relationships with owners, designers, and subcontractors.
• Coordinate design-build pursuits with stakeholders.
• Monitor market conditions and secure profitable new work.
• Mentor Preconstruction team members.
• Improve departmental procedures to increase accuracy and efficiency.
• Ensure clear turnover to project teams.
