Job summary

Counterpart International seeks a Senior Program Officer (SPO) to provide HQ oversight and strategic guidance to the Global Initiatives portfolio from Arlington, VA. You will lead program planning, monitoring, budgeting and donor compliance, driving excellence across the project cycle.

This full-time role reports to the Director of Global Initiatives and involves coordinating with field teams, partners, and donors to advance Counterpart’s mission and ensure high-quality deliverables.

Qualifications

• Bachelor’s Degree, plus a minimum of five (5) years of relevant experience, including experience managing USAID-funded programs.
• Ability to motivate and inspire teams to perform well across project cycle—from planning to execution and troubleshooting.
• Sound project management experience, including budget and financial management, and monitoring and evaluation (M&E).
• Knowledge of Federal regulations (FAR, AIDAR, ADS, CFR, OMB).
• Experience with M&E, program planning, implementation and reporting.
• Strong verbal and written communication skills; ability to work with diverse teams.

Responsibilities

• Provide HQ program leadership, strategic planning, management and quality control to support projects within budget and timelines.
• Support development of annual work plans and field targets; assist with program and financial reporting.
• Monitor program performance through regular tracking of financials, M&E data, and field communications.
• Oversee grant management: sub-recipients, cost-share, reporting and compliance with DoA protocols.
• Identify opportunities for growth and partnerships; contribute to bid and proposal activities.
• Represent Counterpart at conferences and forums related to Global Initiatives.
