Job summary

Toll International LLC is seeking an experienced Enterprise GIS Program Manager to support the Port Authority of NY & NJ. You will lead enterprise GIS initiatives across Aviation, Tunnels, Bridges, Ports, Rail, and more, driving modernization, governance, and data integrity.

The role covers architecture, cloud deployment, and security, coordinating multiple teams and external partners. The ideal candidate has 10+ years in enterprise GIS, deep Esri experience, and a track record of delivering

Qualifications

• Bachelor’s degree in GIS, Geography, Civil Engineering, Computer Science, Information Systems or related field.
• 10+ years leading enterprise GIS programs with governance, strategy, and roadmaps.
• Strong experience with Esri Enterprise technologies and GIS architecture.
• Experience integrating GIS with Enterprise Asset Management (Infor/Maximo) and enterprise systems.
• Knowledge of BIM, CAD, LiDAR, GIS cloud architecture, security, and integrations.

Responsibilities

• Develop and implement enterprise GIS strategies, modernization roadmaps, and standards.
• Lead GIS governance: policies, data management, data quality, and interoperability.
• Define requirements for new enterprise GIS initiatives and architecture.
• Guide cloud deployment, security, scalability, and platform administration.
• Coordinate programs across departments, consultants, and stakeholders.
• Design and manage centralized geospatial databases and data repositories.
• Develop CAD-to-GIS, BIM-to-GIS, and LiDAR integration strategies.
• Integrate GIS with Enterprise Asset Management systems (Infor, Maximo).
• Produce advanced geospatial analytics, BI dashboards, and 3D visualization.
• Prepare technical docs, standards, and executive presentations.
• Lead the deployment of GIS platforms using Esri technologies and OpenShift.
