Qualifications

• Bachelor's degree required in Geology, Environmental Science, Biology, Ecology, Hydrology, Environmental Engineering, Natural Resources Management, or a closely related field.

Responsibilities

• Lead the preparation, submission, and management of AZPDES permits (individual and general) including SWPPP development and ADEQ compliance.
• Oversee Section 404 permitting processes and coordination with USACE, including mitigation and alternatives analyses.
• Manage additional permits (401 Water Quality, APP, NEPA support) and related regulatory approaches.
• Develop permitting strategies, timelines, budgets, and risk mitigation measures.
• Serve as lead technical expert and primary agency point of contact; coordinate pre-application meetings and public notices.
• Collaborate with internal teams and external consultants for data gathering, surveys, and documentation.
• Stay current with federal and Arizona regulations for AZPDES and 404 guidelines; mentor junior staff.
