OUC - The Reliable One is presently seeking a Senior Fuel Portfolio Analyst to join the Fuel Services division. At OUC, we don’t just work – we’re building a bright future of innovation and transformation for future generations.

We are looking for a strategic, highly analytical professional to provide tactical oversight and subject matter expertise across daily fuel purchasing, transportation, scheduling, and supply for OUC’s electric generation plants, while administering OUC’s energy risk management program and ensuring strong alignment with operational and regulatory requirements.

In this role, you will be responsible for leading daily fuel trading, scheduling, and back‑office operations, analyzing natural gas, pipeline capacity, coal, and oil positions, approving complex fuel invoices, leading hedging, operational, management, and regulatory reporting (EIA 923, SERC, PSC, FEM), managing month‑end/year‑end close, developing annual budgets and the five‑year capital plan, conducting high‑level financial and operational analysis, representing OUC on FMPP committees/task forces, and mentoring junior analysts. We are looking for a cross‑functional leader with strong negotiation skills, excellent judgment, and the ability to manage complexity while influencing fuel strategy and process improvements across the organization. This role includes participation in a call‑out rotation supporting natural gas operations. You may work some evenings during alert days or extreme weather, and rotate weekend and evening on‑call coverage for operational emergencies.

The ideal candidate will have:

• Bachelor’s degree in Engineering, Business Administration, Accounting, Finance, or related field; Master’s in Business Administration or Finance preferred.
• Minimum five (5) years of fuel logistics & financial analysis experience, including two (2) years of commodity trading/scheduling for a load ‑ serving entity, and utility/energy industry experience.
• Skills in risk management, hedging, regulatory reporting, budget development, financial statement analysis, complex coal logistics, and cross ‑ functional project leadership.
• Strong analytical skills, communication skills, and ability to interpret complex transactions, develop deep ‑ dive reporting, and guide others.
• Preferred: Experience with ETRM systems, continuous improvement mindset, and strong proficiency in data ‑ driven tools (Excel automation, Power BI).

Summary

Salary Range:

$117,083- $175,625 annually - commensurate with experience

The salary range listed reflects the full pay grade (minimum to maximum) for this role. In alignment with OUC’s compensation practices, starting salaries typically fall within the first half of the range (minimum to midpoint). Any exceptions to this practice require additional review and approval.

Job Purpose:

Partners with the Manager to provide tactical oversight and subject matter expertise across all daily purchasing, transportation, and fuel management/supply for OUC’s electric generation plants. Implements and administers OUC’s energy risk management program, ensuring compliance, operational alignment, and effective hedging strategies. Leads month‑end and year‑end close processes for fuel, purchased power, resale sales, and unit department accounts; coordinates development of the annual budget and five‑year capital plan. Develops and analyzes key financial and operational metrics to support business decisions and collaborates with team members and field personnel to ensure accurate and timely data flow. Prepares monthly financial statement analysis and quarterly proformas; assists with evaluating and implementing new regulatory pronouncements and technical guidance.

Primary Functions:

• Lead daily fuel trading, scheduling, and back‑office operations for natural gas, coal, and purchased power.
• Analyze daily and long‑term natural gas and pipeline capacity, oil, and coal positions to make recommendations accordingly.
• Manage more complex coal train logistics and reporting for OUC, including scheduling, tonnage tracking, inventory updates, quality adjustments, reporting, and vendor coordination.
• Trade and schedule natural gas for OUC's contract gas units.
• Analyze and approve invoices for natural gas, coal, purchased power, transmission, and minority plant services, ensuring accurate processing through OUC’s Accounts Payable and invoicing systems.
• Manage track repairs, track cleaning, track scale certification, and signal maintenance.
• Lead the preparation of hedging, operational, management, and regulatory reports, including EIA 923, SERC, PSC filings, FEM fuel reports, and internal commission agenda items.
• Prepare and analyze monthly fuel, purchased power, and transmission reports to Accounting.
• Purchase and analyze long‑term and short‑term coal needs, evaluate bids and RFPs for diesel fuel, and review coal and other new contracts for OUC power plants.
• Compose reports for the Energy Risk Management Oversight Committee (ERMOC).
• Review ERMOC policies and procedures; propose edits as OUC energy and fuel portfolio evolves;
• Coordinate the preparation and distribution of coal inventory and train status report for internal OUC stakeholders.
• Maintain and update train shipment records for use by external coal analysis partners.
• Lead the preparation and analysis of coal delivery reports to support management decision‑making.
• Utilize applicable software to perform research, financial analysis, and cash‑flow modeling.
• Prepare monthly and quarterly management reports, including high‑level budget variance analysis.
• Review and approve monthly reports for journal entries and reconciliations associated with fuel, purchased power, transmission and minority plants.
• Lead larger scope, more complex, cross‑functional projects, document procedures, and identify and recommend process improvements.
• Compile monthly financial statement data and assist with preparation of monthly variance reporting;
• Prepare and present to management the annual budget as it relates to unit department, fuel, and purchased power expenses; resale revenues; and capital expenses.
• Support strategic initiative implementations and identify and report key performance metrics.
• Understand and communicate cross functional impact of complex transactions.
• Review and approve regulatory reporting requirements.
• Manage integrity of general ledger and associated subsystems.
• Provide subject matter expertise including, but not limited to, performing research and analysis, providing recommendations, and preparing and delivering presentations.
• Assist Managers with Purchase Power Agreements (PPA) by performing research and analysis, reviewing contract language, and supporting operational implementation.
• Develop business relationships with existing and new market participants.
• Serve as liaison with Fuel Portfolio Analysis & Contracts software providers/vendors and support Business Units (i.e. IT, EMS) to ensure software and tools remain current and full capabilities are utilized.
• Build and maintain collaborative partnerships within the team and across the commission;
• Proactively solicit input and foster buy‑in from colleagues to support effective decision‑making.
• Serve as a liaison to internal departments and external partners, supporting Energy & Fuel Portfolio Analysis with research, data, and financial insights.
• Stay current on market trends and industry best‑practices and share insights with the team.
• Serve as Fuel Portfolio Analysis & Contracts team representative on FMPP (Sub)Committee(s) and Task Force(s); functions include, but are not limited to, attending meetings, development, review, and edit of FMPP policies and procedures, and participating in projects, studies, and analysis.
• Develop and present daily operational plan and market activity reports.
• Lead ad‑hoc analysis for FMPP committees and task forces.
• Mentor, coach, train and guide entry and mid‑level employees.
• Perform callout duties, as required, due to significant changes in system conditions – included, but not limited to, interaction with natural gas market, modifying the daily operation plan, and delivering adjusted fuel consumption forecasts and schedules.
• Perform other duties as assigned.
