Job summary

The State of Connecticut - Department of Children & Families seeks a seasoned Chief Fiscal/Administrative Services 1 to lead a large fiscal team and oversee a budget exceeding $800MM. This role drives financial planning, reporting, and policy implementation across the division.

Ideal candidates bring extensive government budgeting experience, strong leadership, and a track record of managing large teams to meet organizational goals.

Qualifications

• Ten (10) years of experience in a combination of fiscal/administrative functions including accounting, budgeting, grants administration, payroll, purchasing, or related administrative functions, at least one year in a managerial role.
• For state employees, experience interpreted at the level of Assistant Chief of Fiscal/Administrative Services or similar roles.

Responsibilities

• Administers staff and operations of a major fiscal/administrative services division including budget preparation and management, accounting and financial reporting and analysis.
• Develops, implements and evaluates division policies, goals and objectives.
• Designs and develops division programs and activities.
• Implements new procedures and procedural revisions.
• Determines appropriate staffing levels and directs management and coordination of staff.
• Designs and implements performance review standards for division staff.
• Maintains contacts with internal and external stakeholders who might impact policy or programs.
• Leads financial planning activities including long- and short-term forecasting.
• Oversees procurement and contract administration as needed.
• Leads recruitment and hiring of staff, including outreach, interview and selection.
• May direct internal and/or external audits; may oversee facilities and related services.
