Job summary

Springfield Housing Authority is seeking a Senior Financial Officer to assist the Chief Financial Officer with budgeting, accounting, financial reporting and MIS. The role includes oversight of procurement and audits with a path to become CFO within 2–3 years, depending on performance.

The incumbent will plan and implement quality controls and policies for the division, manage budgets and grant funds, retain records, and oversee ledgers. This is a full-time, on-site position based in Illinois.

Qualifications

• Master’s degree in accounting, business administration or public administration with emphasis in accounting; five (5) years of budget preparation/monitoring and HR management; four (4) years of supervisory experience in finance or systems management; or equivalent.
• LIHTC and mixed finance development accounting experience (3–5 years).

Responsibilities

• Support the CFO in budgeting, accounting, financial reporting, MIS, procurement oversight, and audits.

Position Summary

• The Senior Financial Officer is a responsible senior management position that will support the Chief Financial Officer (CFO) in overseeing all financial functions of the housing authority, including budgeting, accounting, financial reporting, MIS, procurement oversight, and audits.This is a strategic succession planning role, with the selected candidate expected to transition into the Chief Financial Officer position within 2-3 years, depending on performance and organizational readiness.
• The incumbent is involved in planning, coordinating, developing, and implementing quality controls within the Division, as well as planning, coordinating, developing, and implementing policies and procedures for the Division.
• The incumbent is responsible for preparing, assisting, and monitoring all budgets and grant funds, retaining records, and processing ledgers of all budgets and grant funds.

EDUCATION AND EXPERIENCE:

• Master’s degree in accounting, business administration or public administration with an emphasis in accounting from an accredited college or university; five (5) years of experience directly responsible for budget preparation, budget monitoring, human resource management; four (4) years of supervisory experience in finance, or systems management; or any equivalent combination of education, work experience, or certifications that provides the necessary knowledge, skills and abilities.
• Three (3) – five (5) years’ experience in Low-Income Housing Tax Credit (LIHTC) and mixed finance development accounting
