Job summary

Aston Carter is seeking a highly skilled financial analyst to support Navy ERP and related systems in a fully remote, contract-to-hire role based in the United States.

You will perform analyses, budgeting, EVM reporting, and TPS submissions using Navy ERP, NEPS, AFDA, EDW, COBRA, RAPT, and ADVANA.

The position requires a Secret clearance and offers hourly compensation of $48.00–$52.89, with opportunities for growth and access to comprehensive benefits.

Qualifications

• Bachelor's degree in accounting, finance, business, or economics.
• 7+ years of recent and relevant financial management in a Navy environment.
• 5+ years transacting and building budget structures in Navy ERP and related TPS/EVM reporting.
• Proficiency with NEPS, AFDA, EDW, COBRA, RAPT, Wide Area Workflow, and ADVANA.
• Excel proficiency with pivot tables and VLOOKUP.
• Active or interim Secret security clearance.

Responsibilities

• Use, update, and maintain Navy/NAVSEA/NUWC financial systems including Navy ERP (N-ERP/NERP), NEPS, AFDA, EDW, COBRA, RAPT, Wide Area Workflow, and ADVANA.
• Develop and maintain project budgets and ERP budget structures, reports, and management plans, and track projections.
• Prepare analyses of Reimbursable Authority and Carryover projections.
• Provide impact analysis related to Program Budgets and Project Plans baselines.
• Prepare, review, and analyze Funding Documents.
• Conduct Earned Value Management (EVM) analysis and reporting.
• Create or improve standard processes for TPS submission.
• Prepare weekly expenditure reports, fiscal year close-out and startup analyses, and CR scenario-based impacts; analyze SCC-related financial reports.
• Research, identify, and provide recommended corrective actions for rejected or suspense financial transactions.
• Support general project management functions, including meeting documents; updates in DTS; DISS timekeeping entries; and Navy ERP timekeeping review.

In this role, the chosen candidate will provide diverse financial analysis support services. Prior experience with Navy ERP is essential, and an ideal candidate will also possess experience with other Navy/NAVSEA/NUWC financial systems, tools, and processes.

Responsibilities

• Use, update, and maintain Navy, NAVSEA, and NUWC financial systems including Navy Enterprise Resource Planning (Navy ERP / N-ERP / NERP), NAVSEA Enterprise Planning System (NEPS), Automated Funding Document Acceptance (AFDA), Enterprise Data Warehouse (EDW), Computer Optimized Batch Reconciliation Application (COBRA), Resource Allocation Planning Tool (RAPT), Wide Area Workflow, and Advancing Enterprise Analytics (ADVANA).
• Develop and maintain project budgets and ERP budget structures, reports, and management plans, and track projections.
• Prepare analyses of Reimbursable Authority and Carryover projections.
• Provide impact analysis related to Program Budgets and Project Plans baselines.
• Prepare, review, and analyze Funding Documents.
• Conduct Earned Value Management (EVM) analysis and reporting.
• Create or improve standard processes for TPS submission.
• Prepare weekly expenditure reports, fiscal year close-out and fiscal year start-up analyses, analysis of Continuing Resolution (CR) scenario-based impacts, and financial management reports associated with the operation of Service Cost Centers (SCC).
• Research, identify, and provide recommended corrective actions associated with rejected or suspense financial transaction records.
• Support general project management functions, including generating project meeting documents; supporting updates in the Defense Travel System (DTS); entering visit requests in the Defense Information System for Security (DISS); and reviewing timekeeping data in Navy ERP.

Essential Skills

• Bachelor's Degree in Accounting, Finance, Business, or Economics.
• 7+ years recent and relevant financial management in a Navy environment.
• Experience must include 5+ years transacting and building budget structures in Navy ERP, generating funding burn rate reports, supporting TPS submission processes, budget planning and execution, and Earned Value Management (EVM) reporting.
• Proficiency with NEPS, AFDA, EDW, COBRA, RAPT, Wide Area Workflow, and/or ADVANA.
• Excel proficiency, including pivot tables and VLOOKUP.
• Requires existing active or interim Secret security clearance.

Additional Skills & Qualifications

• This role, if remote, requires significant recent remote work success in a similar role verified by a manager reference.

Work Environment

Core hours are from 10 a.m. to 2 p.m., totaling 40 hours per week. Most employees start between 7 a.m. and 8 a.m.

Pay and Benefits

The pay range for this position is $48.00 - $52.89/hr.
