Responsibilities

  • Perform advanced budgeting, financial planning, analysis, and reporting for multiple funds and programs.
  • Develop, monitor, and evaluate complex budgets; ensure compliance with laws, regulations, and grant policies.
  • Provide guidance on financial reporting, grants, cost allocation, and internal controls; support audits.

About The Opportunity Washington County Health and Human Services (HHS) is seeking two experienced accounting professionals (CPA preferred but not required) to join our team as Senior Financial Analysts. These roles are essential to strengthening financial operations across HHS by ensuring accuracy, compliance, and strategic financial insight in support of the department’s mission.

Both positions report to the Senior Administrative Services Manager within HHS Administrative Services. These positions perform advanced financial planning, analysis, and budget management to support operational and strategic objectives. They develop, monitor, and evaluate complex budgets—across multiple funds, programs, and reporting structures—while ensuring compliance with Federal, State, and local regulations and requirements. Responsibilities include providing expert guidance on financial reporting, grants, contracts, cost allocation, and internal controls.

Key duties include preparing and managing budgets; conducting financial modeling, forecasting, and trend analysis; evaluating budget proposals; and developing financial reports for leadership and external partners. These positions also interpret and apply laws and regulations, support audits, enhance financial processes and systems, and develop tools to strengthen performance measurement. Effective communication is essential in this role. The position depends on clear, proactive dialogue with the HHS Administrative team, Division Managers, and staff (many of whom do not have a financial background) to maintain strong relationships and support accurate financial oversight.

The first position will lead the Public Health Operations Team, whose mission is to provide the Public Health Division with effective coordination of administrative, budget, financial, and contracting systems in alignment with the HHS Administrative Services Team. This position supports the Public Health Leadership Team by facilitating navigation, implementation, and continuous quality improvement and will supervise two direct reports.

The second position will serve within the HHS Administration Financial Analyst Team to support all HHS divisions and coordinate with the County’s Finance Department. This role advises leadership, presents complex financial information, prepares supplemental and annual budget documents, conducts operational and organizational analyses, and develops policy recommendations. Working alongside another Senior Financial Analyst, this position also serves as a subject matter expert, fostering cross departmental collaboration, ensuring budget accuracy and compliance, and supporting a workplace culture grounded in teamwork, access, and opportunity. Additional responsibilities include audit participation, internal control functions, strategic financial analysis, and cost allocation support.

Work Schedule: May be eligible for a hybrid work schedule.

Ideal Knowledge, Skills, And Abilities (KSAs)

  • Comprehensive understanding of and experience applying Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB).
  • Knowledge of and experience applying Uniform Guidance (2 CFR 200) including cost principles, pre-award, and post-award requirements.
  • Skill to identify complex problems and review related information to develop and evaluate options and implement solutions.
  • Skill to perform financial analysis, forecasting, and modeling.
  • Knowledge of applicable laws, regulations, and grant policies.
  • Ability to self-initiate activities to accomplish tasks and assignments ensuring completion of deliverables within associated deadlines.
  • Strong oral and written communication skills including the ability to translate accounting systems and processes for people not in financial roles.
  • Advanced problem-solving, judgment, and decision-making skills.
  • Ability to interpret data, develop recommendations, and implement solutions.
  • High-level of accuracy and attention to detail under deadlines.
  • Skill to establish and maintain cooperative working relationships with individuals and groups who come from diverse backgrounds and represent members of the public, coworkers, and/or vendors.
  • Leadership skills, including training and supervising staff.
  • Experience working in ERP, preferably Workday.

Minimum Qualifications

Education and Experience:

  • A Master\'s Degree in finance, accounting, economics, statistics, or a related field; AND two (2) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principal duties of this position classification. OR
  • A Bachelor\'s Degree in finance, accounting, economics, statistics, or a related field; AND four (4) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principal duties of this position classification. OR
  • An Associate\'s Degree in finance, accounting, economics, statistics, or a related field; AND six (6) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principal duties of this position classification. OR
  • Eight (8) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, of which at least four (4) years of this experience must be in the public sector and includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principal duties of this position classification.
