Job summary

Texas Health and Human Services (HHSC) in Austin, TX is seeking a Senior Financial Analyst IV to join the Agency Finance team. This role focuses on budget and fiscal policy analysis, providing financial support for agency-wide projects, and coordinating with HHSC divisions.

The Senior Financial Analyst leads funding priority development, prepares briefing documents for executive management, and analyzes the fiscal impact of policy changes.

Qualifications

Brief Job Description

The Senior Financial Analyst (Financial Analyst IV) reports to the State Financial Policy Director in the Deputy CFO department. This is a high-impact, challenging role with a high-level view of HHSC, affording the successful candidate tremendous growth opportunity. Primary duties include Health and Human Services (HHS) budget and fiscal policy analysis; financial and technical support for agency-wide projects; and acting as a liaison between HHS agencies or divisions. These duties are performed under minimal supervision; analyst uses discretion and independent judgment to evaluate all available options to resolve policy and/or funding issues. The analyst also leads or assists in the development of the funding priorities and identifies major budget issues for the legislature and state leadership; and with coordination and reporting of cross-agency cost containment initiatives. Develops briefing documents, issue papers and memorandum for executive management review and decision-making. Meets with program and policy staff to determine the fiscal impact of policy changes under consideration at the Commission and/or its agencies. Reviews, analyzes and responds to legislative information requests ensuring coordination with appropriate staff and providing assistance to agencies in their responses. Serves on interagency and/or intra-agency workgroups to coordinate and develop HHS budget and policy initiatives. Assists in the development of HHS agencies’ Legislative Appropriations Request. Leads, assists, and/or reviews the development of fiscal impact for certain proposed legislation. Performs other duties as assigned and required.

Essential Job Functions
  • Analyze and interpret technical questions of financial and regulatory compliance with state and federal policy and appropriations. Creates business and policy documentation related to compliance with established procedures, requirements, laws, and regulations; data standards; and other business processes.[30%]
  • Coordinates the development, analysis, and review of data related to financial issues, high-profile health care programs and initiatives. Provides direction and guidance and develops briefing documents, issues papers and memoranda for executive management review and decision-making. [25%]
  • Acts as a financial advisor for the CFO Division at business meetings, inter-agency workgroups and other events as necessary for Health and Human Services state financial issues. Serves as liaison with state agencies including the Department of Family and Protective Services and the Department of State Health Services and with HHSC program staff to analyze and synthesize programmatic and financial data and objectives into recommendations for agency leadership related to complex financial and budgetary issues. [30%]
  • Acts as project leader in development of on-going and special projects related to HHS financial issues and participates in other HHS System budget projects. [15%]
  • Attends work on a regular and predictable schedule, when feasible, in accordance with agency leave policy. Performs other duties as required or assigned to maintain efficient and effective agency operations.
Knowledge, Skills, And Abilities (KSAs)
  • Knowledge and understanding of budgetary processes and procedures, particularly the appropriations process.
  • Knowledge of and ability to interpret state and federal laws and regulations relevant to HHS program areas.
  • Knowledge of the practices of budgetary process and financial management. Skill in analyzing legislation and general understanding of legislative process.
  • Knowledge of health and human services programs, services and procedures.
  • Ability to review and interpret financial information of complex programs for accuracy, completeness and relevance and to make recommendations based on the analysis.
  • Ability to interact in a professional manner with agency employees and non-employees, and establish effective working relationships with people at various levels of expertise to complete goals and objectives.
  • Ability to function under time and scope pressures and to manage multiple and competing priorities.
  • Ability to direct and organize projects with minimal supervision.
  • Ability to convene groups and direct staff.
  • Skill in communicating effectively both orally and in writing.
  • Skill in composing and drafting executive level briefing documents.
  • Skill in developing, implementing and monitoring financial and budget policies across the HHS system.

Initial Screening Criteria
  • Bachelor's degree from an accredited college or university with major course work in accounting, finance, business administration, or other related field. Related work experience may substitute for the required education on a year for year basis with maximum substitution of four years. Master’s Degree in any of the previously cited disciplines preferred.
  • Experience with executing high-level complex coordination, and oral/written communications.
  • Experience communicating with legislative members, staff, state and local representatives.
  • State and local government accounting and finance-related experience is preferred.
Additional Information

This position will be required to work in-office at the North Austin Complex twice per week.
