Job summary

Business Technology Integrators (BTI) in the United States seeks a Project Manager to lead the ASPR SWIFT O&M contract, coordinating with ASPR, ACF, and CMS to ensure performance and compliance with HHS OCIO EPLC. The PM will guide the project team from initiation through closeout and manage the contract budget and reporting.

Qualifications

• Bachelor’s degree in Business, Computer Science, Information Systems, Engineering, or a related technical or management field.
• 8–10 years of progressive IT project or program management experience.
• 3–5 years in supervisory or lead capacity managing complex IT contracts.
• Experience managing project budgets, schedules, deliverables, risks, and contract performance reporting.
• Experience leading multidisciplinary teams and coordinating with multiple technical and Government stakeholders.
• Ability to develop and maintain project management and quality documentation, including plans, performance reports, and corrective actions.
• Strong written and verbal communication skills for briefing Government stakeholders and serving as primary contract point of contact.
• Knowledge of federal IT governance, compliance, and lifecycle management practices.

Responsibilities

• Serve as the primary Government liaison and coordinate communications among ASPR, ACF, and CMS.
• Establish and maintain a system support management framework based on federal IT shared-service best practices; proactively oversee risks and support activities.
• Plan, direct, and manage project team activities from initiation through contract closeout.
• Manage the project budget, track contract cost burndown, and ensure monthly invoices are accurate and submitted on time.
• Develop, deliver, and maintain the Project Management Plan (PMP), Quality Control Plan (QCP), and Quality Assurance Surveillance Plan (QASP).
• Prepare monthly progress reports covering schedule variances, open change requests, call center metrics, issues, and issue categories.
• Meet with the COR at least monthly to review contract performance, risks, and corrective actions.
• Ensure compliance with HHS OCIO EPLC requirements, including enterprise architecture, risk management, and federal website requirements.
• Monitor cost, schedule, quality, and performance metrics and address delivery concerns.
