GAP Solutions Inc. is seeking a Senior Human Resource Specialist to apply advanced skills across federal HR areas in support of DHS ICE Office of Human Capital.

The role spans staffing, classification, processing, benefits, recruitment, compensation, SES programs, work life, policy, and labor relations. Responsibilities include policy development, SOP creation, workflow optimization, reporting using NFC/eOPF/WebTA/SharePoint/Oracle/SQL, and workforce studies to guide staffing and career paths.

Qualifications

• Masters degree required; federal HR experience emphasized.
• 10 years of federal HR experience (federal employee or contractor).
• Delegated Examining Certification and HRM Certificate required.
• Knowledge of Health and Human Services Guidelines for federal drug testing and a valid drivers license; travel by air as needed.
• U.S. citizen or LPR and residency in the United States or territories; three of last five years in US.

Responsibilities

• Research HR policy, write new policies and provide broad guidance on federal HR.
• Develop, document and implement SOPs.
• Review HR workflow and map processes to streamline workflow.
• Design and produce reports and queries using NFC and agency databases; implement internal controls for accountability.
• Conduct workforce studies including mobility, competency models, career paths, performance and staffing demand.
