Job summary

ECC is seeking a Senior Contracts Manager or Contracts Director to oversee and help lead the administration of complex federal construction, environmental remediation, and related contracts. Roles span lifecycle management, compliance, risk, and negotiation, with a path to higher strategic influence across the organization.

This role collaborates with project teams, senior leadership, and government officials to ensure successful contract performance.

Qualifications

• Bachelor's degree in Business, Contract Management, or related field; equivalent combinations of education and experience may be considered.
• Ten or more years of federal prime contract administration experience.
• Extensive knowledge of FAR, DFARS, and federal contracting requirements.
• Demonstrated experience supporting complex contract administration activities, including contract compliance, subcontract management, modifications, claims, and closeout.
• Strong written, verbal, negotiation, and analytical skills.
• Ability to travel periodically as required.

Responsibilities

• Administer federal prime contracts and subcontracts throughout the contract lifecycle, from solicitation and award through performance and closeout.
• Serve as a primary point of contact with Government Contracting Officers and agency representatives regarding contractual matters.
• Advise project teams on contract requirements, change management, REAs, and subcontract administration.
• Support and negotiate contract modifications, task orders, claims, and other contractual actions.
• Ensure compliance with FAR, DFARS, agency-specific regulations, and contractual requirements.
• Administer non-FAR related contracts including OTAs and other non-traditional Government contracts.
• Provide guidance and training to project personnel regarding contract administration, change order management, subcontracting requirements, and compliance obligations.
• Support proposal development efforts, including contract review, subcontracting strategies, cost and pricing requirements, and SBSPs.
• Participate in procurement activities, source selection, cost and price analysis, negotiations, and subcontract administration.
• Support subcontractor performance management, compliance monitoring, and dispute resolution.
• Assist with CPARS evaluations and responses.
• Contribute to the development and improvement of contract policies, procedures, internal controls, and best practices.
• For Contracts Director level, supervise contracts staff and shape strategic direction of Contracts.
