Job summary

Beth Israel Lahey Health is seeking a seasoned Capital Facilities and Engineering Program Controls Manager to lead the development, maintenance, and improvement of department-wide controls systems for cost, schedule, and quality across capital projects. You will train PM staff, manage procurement and contract administration, and support executive reporting.

The role requires extensive CPM scheduling expertise, 10+ years of experience, and strong Microsoft Office and ERP skills.

Qualifications

• Bachelor's degree in Engineering, Business Administration, Mgmt, Public Administration, Urban Planning required; Master's preferred.
• 10+ years of related work experience.
• Fundamentals of project controls: CPM scheduling, cost/change control, progress reporting.
• Advanced skills with Microsoft applications (Outlook, Word, Excel, PowerPoint, Access) and web-based tools.

Responsibilities

• Develops and maintains a department-wide project controls system for tracking schedules, budgets, construction progress and metrics.
• Maintains standardized documents, policies, and procedures; ensures contract administration compliance.
• Manages procurement consultants and construction contractors; drafts RFPs and evaluates responses.
• Reviews and approves progress payments, change orders, amendments, and settlements.
• Guides project managers on contract administration procedures and document controls.
• Coordinates executive monthly progress reports for senior management.
• Implements document control procedures and filing systems.
• Performs independent analysis of contractor claims and change orders for compensation and time extensions.
• Coordinates budgets and accounting with Finance; tracks forecasts and closes financials on completion.
• Generates purchase requisitions and administers POs in PeopleSoft.
