Job summary

MSDE - Deputy for Teaching and Learning leads Maryland’s statewide literacy framework and Science of Reading initiatives across pre-K–12. This role provides strategic oversight of literacy policy, professional learning systems, and data-driven supports for local education agencies to boost reading proficiency.

The position works in close collaboration with the Assistant State Superintendent of Instructional Programs in Baltimore to align initiatives with state goals and ensure effective

Qualifications

• Master's degree or 36 credit hours in relevant field.
• Six years of educational leadership with literacy and curriculum expertise.
• One year leading literacy programs in P–12 settings.
• Active teacher certification and classroom teaching experience preferred.
• Experience with Science of Reading and evidence-based ELA practices.
• Experience leading professional development and coaching for educators

Responsibilities

• Lead statewide implementation of Maryland's literacy framework and Science of Reading initiatives.
• Provide strategic oversight of literacy policy, professional learning systems, and TA to LEAs.
• Analyze data to improve reading proficiency and inform policy decisions.
• Collaborate with the Assistant State Superintendent of Instructional Programs in Baltimore.

Job description

The Senior Executive Director of Literacy Programs & Initiatives leads statewide implementation of Maryland's comprehensive literacy framework and Science of Reading initiatives across pre-K through 12th grade. This role provides strategic oversight of literacy policy, professional learning systems, technical assistance to local education agencies, and data analysis to improve reading proficiency and meet Maryland's goal of ranking in the top ten states for reading by 2027. The position works in close collaboration with the Assistant State Superintendent of Instructional Programs at the Maryland State Department of Education in Baltimore.

Key qualifications:

• Master's degree in Curriculum and Instruction, Administration, Education, or related field (or 36 credit hours of post-baccalaureate coursework)
• Six years of educational leadership experience with expertise in literacy, ELA, curriculum development, coaching, and program coordination in pre-K through 12 settings
• One year of experience managing or leading literacy, reading, or related programs in pre-K through 12 settings
• Active teacher certification and classroom teaching experience preferred
• Experience with Science of Reading, structured literacy, early literacy programs, and evidence-based instructional practices in ELA
• Experience providing leadership, professional development, and coaching to educators and administrators
