State of Maryland - Maryland State Department of Education (MSDE) seeks an Executive Director of Literacy Programs and Initiative to lead the literacy framework, professional learning, and policy alignment across PreK–12. The role drives statewide reading outcomes and equity, coordinating with LEAs and SCHL partners.

The position emphasizes strategic oversight of curriculum adoption, assessment, data analysis, and accountability, ensuring high-quality literacy instruction for all Maryland

Qualifications

• Master’s degree or the equivalent of 36 credit hours in Curriculum and Instruction, Administration, Education, or related areas.
• Six years of educational leadership with expertise in literacy, English Language Arts, curriculum development, coaching, professional learning, and coordinating or administering programs in a P–12 setting.
• One year of this experience must have included managing or leading Literacy, Reading and/or related programs in P–12 settings.

Responsibilities

• Provide statewide leadership for the instructional implementation of the Literacy Framework.
• Direct statewide literacy guidance, HQIM fidelity, MTSS alignment, and intervention requirements.
• Oversee funding, budgeting, and compliance for literacy initiatives and grants.
• Coordinate policy alignment across offices and promote equitable literacy outcomes.
• Represent Maryland in national literacy networks and partnerships.
