Job summary

Allied Command Transformation (ACT) in Norfolk, VA is seeking a capable Programme/Project Manager to support EMO/EW capability development for NATO allies and partners. You will coordinate cross‑functional teams across doctrine, systems, and policy to deliver capability enhancements through their life cycles.

The role requires a Master’s degree or equivalent, 5+ years of multinational experience, and strong briefing skills.

Qualifications

• Master’s degree or equivalent in engineering, information systems, CS, PM, business administration, or related field.
• 3 years’ briefing senior leaders/decision makers in the last 10 years.
• 5 years operational EMO/EW knowledge at Tactical or Joint level in the last 12 years.
• Minimum 2 years in Programme/Project Management in a complex multinational environment.
• Minimum 2 years in multinational/NATO context and familiarity with NATO agencies’ role.

Responsibilities

• Provide support to EMO/EW capability product development per DOTMLPFI.
• Assist JE Capabilities Programme Director and Project Coordinators in programme management.
• Elicit, capture, develop, analyze, evaluate and trace requirements across DOTMLPFI.
• Develop and review doctrinal corpus and policies for EMO/EW.
• Coordinate DOTMLPFI development and implement action plans for capabilities.
• Organise workshops, seminars, conferences; engage with NATO agencies and partners.
• Travel to meetings and conferences up to 40 days per year.
