Job summary

Top Gun Staffing, Inc. is seeking a Lead Bid Estimator with 7–10+ years of heavy highway experience to drive bid strategy for mid- to large-scale DOT projects. You will own takeoffs, cost analyses, and full bid packages, collaborating with PMs, engineers, and the chief estimator to deliver competitive proposals.

You’ll mentor junior estimators, manage multiple bids, and stay current on DOT requirements and industry best practices while leveraging HCSS HeavyBid, Bluebeam, and scheduling tools.

Qualifications

• 7–10+ years estimating experience in heavy highway construction.
• Proven experience leading mid- to large-scale DOT project bids (GDOT preferred).
• Hands-on with takeoffs, cost analysis, and comprehensive bid preparation.
• Strong command of HCSS HeavyBid, Bluebeam, and project scheduling software.
• Knowledge of civil engineering, construction methods, and DOT project requirements.
• Ability to manage multiple bids with precision.
• Leadership and mentoring experience with junior estimators.
• Detail-oriented, highly organized, and accountable.
• Bachelor’s degree in Civil Engineering, Construction Management, or equivalent.

Responsibilities

• Lead estimating for mid- to large-scale DOT/highway projects: roads, bridges, earthwork, concrete flatwork, structures, and utilities.
• Perform detailed quantity takeoffs and cost analysis using HCSS HeavyBid, Bluebeam, and scheduling software.
• Collaborate with project managers, engineers, and chief estimator to define full project scope and requirements.
• Prepare complete, accurate bid packages, including phased schedules and risk-adjusted cost projections.
• Analyze historical data, market trends, and subcontractor/vendor pricing to optimize competitiveness.
• Mentor junior estimators and coordinating staff, fostering a collaborative, high-performing team.
• Support preconstruction planning with production input and constructability review.
• Maintain up-to-date knowledge of DOT regulations, industry standards, and best practices.
