Job summary

The City of South Haven is seeking a skilled Public Works Equipment Operator to support the Streets Division. You will operate heavy equipment to maintain streets, drainage, parks, and beaches, and respond to emergencies as needed.

Full-time outdoor work with weather exposure, seasonal demands, and on-call rotations. A high school diploma and a Michigan driver's license are required, with a Class A CDL obtained within nine months of hire.

Responsibilities

• Operate heavy-duty and power-driven equipment such as loaders, dump trucks, snowplows, street sweepers, excavators, backhoes, skid steers, tractors, beach cleaners, rollers, and other equipment.
• Perform street and right-of-way construction and maintenance activities, including pavement repairs, grading, shoulder maintenance, drainage work, concrete work, restoration, vegetation control, traffic-control, and related tasks.
• Perform snow and ice control operations, including snow plowing, salting, loading materials, snow removal, and other winter-maintenance activities.
• Participate in the Streets Division on-call rotation and respond to after-hours emergencies and other operational needs.
• Assist with inspection, preventive maintenance, troubleshooting, and other bridge-related work as assigned.
• Fill in for Meter Reader duties as assigned and assist Water/Sewer Division with related repairs as needed.
• Establish and maintain appropriate traffic-control measures and safe work zones.
• Comply with safety standards, policies, and regulatory requirements.

GENERAL PURPOSE

To perform a variety of skilled and responsible public works construction, maintenance, operational, and emergency-response activities involving the safe and efficient operation of heavy-duty, automotive, and power-driven equipment.

Employees assigned to the Streets Division primarily perform street, right-of-way, parking lot, special event, winter maintenance, storm drainage, sidewalk, parks, beach and related public works activities, but are required to assist other Public Works divisions as operational needs require.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Operate heavy-duty and power-driven equipment, including loaders, dump trucks, snowplows, street sweepers, excavators, backhoes, skid steers, tractors, beach cleaners, rollers, and other assigned equipment.
• Perform street and right-of-way construction and maintenance activities, including pavement repairs, grading, shoulder maintenance, drainage work, concrete work, restoration, vegetation control, traffic-control activities, and related work.
• Perform snow and ice control operations, including snow plowing, salting, loading materials, snow removal, and other winter-maintenance activities.
• Participate in the Streets Division on-call rotation and respond to after-hours emergencies, weather events, equipment needs, bridge operations, and other operational requirements as assigned.
• Operate the Dyckman Bascule Bridge as assigned, including scheduled, emergency, and special-event bridge operations.
• Assist with inspection, preventive maintenance, troubleshooting, cleaning, minor repairs, and other maintenance activities associated with the Dyckman Bascule Bridge. Assist with coordination of mechanics, contractors, specialized vendors, and other personnel performing bridge-related work as assigned.
• Fill in for Meter Reader duties as assigned, including meter reading and other associated duties for which the employee has been trained.
• Assist the Water/Sewer Division with drinking water, sanitary sewer, and storm sewer repairs, construction activities, and emergency response as assigned. Such work may include excavation, equipment operation, traffic control, backfilling, restoration, material handling, pumping, and other support activities.
• Perform required concrete and restoration work associated with public works construction and maintenance.
• Perform routine inspection, cleaning, and preventive maintenance of assigned vehicles, tools, and equipment and report needed repairs or unsafe conditions.
• Establish and maintain appropriate traffic-control measures and safe work zones.
• Comply with applicable safety standards, policies, procedures, and regulatory requirements.
• Perform work normally assigned to lower-rated classifications when required.
• Assist other Public Works divisions during emergencies, special projects, and periods of operational need.
• Perform other duties as assigned that are reasonably related to the employee's training, qualifications, classification, and operational needs of the City.

Requirements

MINIMUM QUALIFICATIONS

Education and Experience: High school diploma or equivalent.

A minimum of one (1) year of progressively responsible experience involving operation of construction, maintenance, or heavy equipment, or equivalent experience demonstrating the knowledge and ability necessary to perform the work.

Necessary Knowledge, Skills and Abilities

• Knowledge of the operation, inspection, and routine maintenance of heavy-duty equipment, trucks, and power-driven equipment.
• Knowledge of methods, material's, tools, and equipment commonly used in street, drainage, utility, and public works maintenance and construction.
• Knowledge of occupational hazards and appropriate safety precautions associated with construction, heavy-equipment operation, traffic control, excavation, and public works activities.
• Ability to safely operate a variety of vehicles and heavy equipment under varying weather, roadways, and job-site conditions.
• Ability to understand and follow verbal and written instructions.
• Ability to work effectively as par of a crew and independently when assigned.
• Ability to communicate effectively with supervisor, coworkers, contractors, vendors and the public.
• Ability to respond appropriately to emergencies and changing operational conditions.
• Ability to perform physically demanding work in varying weather and environmental conditions.

LICENSING AND CERTIFICATION

Must possess a valid State of Michigan driver's license and maintain an acceptable driving record.

Must possess, or obtain within nine (9) months of hire or assignment, a valid State of Michigan Class A Commercial Driver's License with required air-brake endorsements.

Employees must obtain and maintain any additional licenses, certifications, or training required by the City for assigned duties.

TOOLS AND EQUIPMENT USED

Tools and equipment may include, but are not limited to, dump trucks, pickup trucks, utility trucks, loaders, backhoes, excavators, skid steers, snowplows, street sweepers, rollers, manlifts, compactors, saws, pumps, compressors, sanders, generators, mowers, small-engine equipment, common hand and power tools, radios, phones, traffic-control equipment, and other equipment used in public works operations.

PHYSICAL DEMANDS

The employee must be capable of performing physically demanding work associated with construction, maintenance, equipment operation, emergency response, and outdoor public works activities. The employee must be able to lift and move equipment and materials weighing up to approximately 80 pounds. Heavier items may be lifted or moved with assistance from coworkers or available mechanical equipment. The position regularly requires standing, walking, climbing, bending, kneeling, reaching, working around equipment, entering and exiting vehicles and machinery, and working in uneven terrain and confined work areas. Summary

WORK ENVIRONMENT

The City of South Haven is a drug-free workplace. Work is performed primarily outdoors and may occur during inclement weather, extreme temperatures, snow and ice events, darkness, emergencies, and other adverse conditions. Employees may work near moving equipment and traffic and may be exposed to noise, vibration, dust, fumes, construction materials, chemicals, wet conditions, excavation hazards, and other hazards associated with public works construction and maintenance.
