Job summary

Saulsbury Industries seeks an Engineering/Technical Proposals Manager to own the full EPC proposal development process, leading multidisciplinary teams to ensure accurate, competitive bids from RFP to handoff.

You will coordinate engineering quantities, estimates, project controls, and construction inputs, align with execution strategy, and drive timely, compliant proposal packages for client opportunities in oil and gas.

Qualifications

5+ years in oil & gas; refinery or gas processing
Experience as estimator / project engineer / PM
Strong communication and leadership
Willingness to travel to multiple office sites

Responsibilities

Own the full EPC proposal development process from RFP to handoff, ensuring accuracy and competitiveness.
Lead multidisciplinary teams (engineering, estimating, controls, construction) to develop inputs and validate quantities.
Coordinate proposal schedule and execution strategy, attending client meetings when needed.
Vet narrative sections, ensure quality, consistency, and compliance with client scope.
Handoff awarded projects to execution with clear knowledge transfer and budgets.
