Job summary

Saulsbury Industries is seeking an Engineering/Technical Proposals Manager to own the EPC proposal development process in Texas. You will lead multidisciplinary teams to ensure accurate, complete, and competitive proposals from RFP receipt through handoff to execution.

You will coordinate inputs from engineering, estimating, project controls, and construction, driving on-time, high-quality submissions while maintaining cohesive narrative and compliance with client scope.

Qualifications

• 5+ years in oil & gas, petroleum refining or natural gas processing; estimator/engineering/project management experience is required.
• Strong people and communication skills are essential.
• Must be able to travel to Odessa/Houston/Abilene corporate locations and work on-site.
• Proficient in Excel, Word, and PowerPoint; EPC project execution understanding is required.

Responsibilities

• Own the full EPC proposal development process and be accountable for accuracy, completeness, and competitiveness of the proposal package.
• Lead multidisciplinary engineering, estimating, project controls, and construction inputs; validate quantities and alignment with the execution plan.
• Plan, organize, and lead weekly proposal update meetings with all disciplines; ensure deadlines and quality standards are met.
• Coordinate with Director of Estimating to plan activities; attend client kick-off meetings and site visits to gather input.
• Oversee the proposal schedule, drive execution strategy discussions, and ensure handoff to execution is seamless.
• Lead documentation, maintain proposal tracker, and ensure professional, compliant written sections.
