About The Position
The Riverside County Flood Control and Water Conservation District is hiring a Senior Engineering Technician to coordinate and support countywide maintenance operations in Riverside.
This role will be responsible for assisting the Maintenance Section and working independently to prepare and maintain detailed records such as daily logs, schedules, and payment documentation for contractors and vendors. The Senior Engineering Technician will participate in planning conversations to determine maintenance responsibilities across various agencies and jurisdictions, including coordination with County Transportation, cities, and multiple Flood Control District divisions. The technician will also oversee material delivery and disposal coordination, ensure internal checklists are completed, and serve as a liaison with contractors, public officials, and internal departments.
Candidates must demonstrate the ability to work independently and possess strong organizational and communication skills. Proficiency with common business software applications, such as spreadsheets and word processing programs, is required. Ideal candidates will have substantial experience maintaining technical records and may also possess knowledge of the General Construction Stormwater Permit and experience with State Department of Pesticide Regulations in coordination with the County Agricultural Commissioner’s Office. Additional desirable qualifications include experience with surveying and construction staking, stormwater training certifications, and pesticide application training or certifications.

The Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries.
Examples Of Essential Duties
- Work with District Divisions, contractors, vendors, and consulting design engineers, municipal staff, utility providers and stakeholders. The incumbent will read and interpret complex construction drawings, specifications, contracts, guidelines and regulations.
- Review plans and proposed maintenance work in coordination with District Divisions, provide recommendations, prepare exhibits for the District maintenance teams using a variety of computer aided programs. The recommendations may include federal and state regulatory requirements including, but not limited to California Department of Fish and Wildlife permits, U.S. Army Corps of Engineers requirements, State of California Water Quality Control Board and California State Department of Pesticide Regulations.
- Coordinate with County Waste Resources, contractors and other partners for debris and material disposal projects. Senior Engineering technicians ensure that projects comply with plans, contract documents, and all applicable guidelines and regulations.
- Check and review encroachment permit application conditions.
- Prepare staking and survey requests
- Perform off-site inspections at District facilities and perform construction inspection duties as described in the County of Riverside’s Class Specification Bulletin for Class Code 97433 (Senior Engineering Technician).
Minimum Qualifications
OPTION I
Experience: Four years of sub-professional civil engineering experience, at least one year of which must have been at a level equivalent to a County of Riverside Engineering Technician II. (College courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may substitute for up to two years of the non-specialized experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.)
OPTION II
Education: A bachelor’s degree from an accredited college or university in surveying engineering or civil engineering.
Experience: One year of sub-professional engineering experience equivalent to a County of Riverside Engineering Technician II.
OPTION III
Certification: Valid Certificate of Registration as an Engineer-in-Training or Land Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers.
Experience: Two years of sub-professional engineering experience.
All Options
License: Possession of a valid California Driver's License.
Physical Requirements
- Perform physical work outdoors in the summer in Riverside County;
- Traverse a construction site on foot, including uneven / sloped surfaces;
- Stand, climb / descend ladders, crouch as needed to inspect work and materials;
- Operate a passenger vehicle to and from the project site, which may be anywhere within the District’s jurisdiction;
- Take extensive hand-written and/or typed notes using personal computers;
- Lifting and carrying various equipment and tools.
