Job summary

Algonquin Power & Utilities Corp. (parent of Liberty) seeks a Civil Engineer to size and design gas distribution mains, service lines, and related systems in Sedalia, MO. You will develop cost estimates, manage procurement, and coordinate permits while ensuring regulatory compliance.

The role requires a Bachelor’s in Civil Engineering, strong CAD/GIS skills, and excellent communication. Travel to project sites is possible; a Master’s degree may substitute two years of experience.

Purpose

This position is responsible for sizing and design of mains, service lines, regulators, meters, relief valves, etc. for a natural gas distribution utility. The position also manages natural gas infrastructure projects including development of initial scope of work and cost estimate, development of detailed cost estimate and bill of materials, requisitioning materials, securing contracts and permits, project execution, and project closeout. The position also reviews proposed public works projects for conflicts with gas distribution infrastructure and assists the Director in communicating with the various agencies regarding potential conflicts.

Accountabilities
  • Evaluates design requiests, collaborates with stakeholders to understand requirements, and provides cost effective designs that coply with company and regulatory requirements.
  • Communicates timely and effectively with stakeholders regarding design and sizing requests.
  • Provides input on standard designs and standard equipment selection.
  • Develops scopes of work, materials requirements, and cost estimates; requisitions materials and secures necessary contracts and permits; oversees project execution; and completes project closeout documents.
  • Maintains and reports project schedules and forecasts to ensure completion of projects on schedule and within budget.
  • Communicates timely and effectively with stakeholders regarding project status.
  • Receives notices regarding proposed public works projects, performs drawing reviews for potential conflicts with natural gas infrastructure, and assists the department head with responding to the appropriate agencies.
  • Performs design and project management functions as required to mitigate conflicts.
  • Reports project schedules and forecasts based on agency provided information.
  • Assists department head with tracking and reporting on department and project metrics.
  • Participates in development and updating of design and project management related documents.
  • Participates in integrity management and compliance related activities as required.
Education and Experience

Must possess a Bachelor’s of Science Degree in Civil Engineering or an equivalent Engineering Degree from an accredited four-year college or university.

A Master’s Degree in Engineering may be substituted for two years of experience.

Effective verbal and written communication skills to communicate in English with others including internal and external customers under normal and adverse conditions are required.

Knowledge and use of personal computers and advanced skills in word processing and spreadsheet software are mandatory. Experience in Microsoft Office products is preferred.

Basic to intermediate skills in Computer Aided Drafting (CAD) and Geographic Information System (GIS) software are preferred.

Must meet established goals and deadlines with minimal supervision.

Must have good analytical, organizational, and math skills.

Be able to exercise discretion, finesse, professionalism, and tact in all areas of work including matters of a sensitive and/or confidential nature.

Able to work independently and function in a team environment.

Must maintain a professional appearance as a front-line representative of the Company.

Must have the ability to prioritize and organize multiple assignments with limited time constraints and changing requirements.

Possess effective interpersonal skills and be able to work with people at all levels of the organization.

Maintain effective and cooperative working relationships with those contacted in the course of work. This includes, but is not limited to, those to whom the position reports to, coworkers, public, customers, regulators, etc.

Must be able to exercise independent judgment in all areas of work.

Be able to work weekends, holidays, and extra time as required.

Class C driver license with an acceptable driving record.

Be able to drive Company vehicles and travel for business.
