Senior Electrical Control & Instrumentation Project Engineer

(Location: Remote / Home based)

The role: OPA are looking to appoint a new Senior EC&I Project Engineer, to act as the Project Lead within the MNW (Minor New Works) Project Team for the OPA.

This pivotal role will provide the conduit between the MNW Project Teams and the EC&I Engineers and SMEs (Subject Matter Experts). With responsibility for providing the EC&I support within the MNW Project Teams, and to lead and supervise a small team of EC&I Engineers, Contractors, and or Consultants, to oversee multiple EC&I Engineering tasks associated with projects or engineering works across the OPA’s facilities. Ensuring that all aspects of work are executed on time and to budget/estimates and in full compliance with company standards and applicable legislation.

The ability to prioritise complex and concurrent work activities is essential and the job entails overseeing professional contract engineers or consultant companies, who conduct activities on various engineering project works on behalf of OPA.

It is important that the post holder gains creditability and is capable of building and maintaining strong working relationships with all internal and external stakeholders, operations, other engineering colleagues, and specific regulatory bodies including our MoD (Ministry of Defence) Sponsors.

Travel to our UK sites will be a regular feature of this role, with some overnight stays. Therefore, a full (preferably clean) driving licence is essential for the successful candidate. There will also be occasional overseas travel when required.

Responsibilities:

Include, but are not limited to:

  • Plan and manage the programme of works for EC&I Engineering Projects tasks (including Functional Safety and fire alarm systems) associated with engineering or project work delivery, in line with company standards and relevant UK and European legislation, including the implementation of appropriate communication systems within the OFDs.
  • Design, install and commission electrical, instrumentation and controls (including Functional Safety and fire alarm systems) to improve current plant equipment in line with project requirements. Including:
  • Designing hardware and software functional specifications for automated processes.
  • Maintaining such control systems.
  • Conducting tests of the system to ensure functionality.
  • Identify continuous improvement work on OFD (Oil Fuel Depot) infrastructure, where possible introduce new technologies to aid process performance, develop project implementation strategies, contribute to the preparation of capital and revenue expenditure budgets.
  • Manage cyber security of the system. Identify and implement system improvements and provide robust security assurance. Liaise with the Centre for Protection of National Infrastructure, and OPAs IT Manager where appropriate.
  • Produce scopes of work at concept, FEED and detailed design level for EC&I systems and equipment.
  • Develop budgets and forecast for work including detailed programme of works/Gantt charts etc.
  • Manage EC&I documentation/data/records within document management systems.
  • Manage all warranty issues for the appropriate period following the commissioning of any system as well as address maintenance and support issues as they arise.

The candidate: Candidates must hold a relevant Degree in Electrical, or Control & Instrumentation, and be Chartered or working towards Chartership with the relevant Institution. You must be able to demonstrate significant project management experience, preferably within a COMAH regulated industry/operation.

You’ll need to have a minimum of 5 years’ experience as a disciplined EC&I Engineer, working and leading with onsite Engineering Projects Teams and contractors, with proven experience around coordination and delivery of multiple Electrical, Control and Instrumentation Engineering Projects, monitoring progress against time and budget.

Required Knowledge / Skills:

  • Working knowledge of COMAH, MOC, and CDM regulations (For COMAH other regulated industries will be considered).
  • Either IOSH Managing or NEBOSH qualified.
  • Knowledge of the relevant legislation, regulation, design codes, technical standards, and approved codes of practice around Electrical, Control and Instrumentation (e.g. ATEX, BS 7671, 61508, 61511) but also to include MOC (Management of Change), COMAH and CDM.
  • Functional Safety experience preferred (including IEC 61508 / 61511) but not essential as training will be provided to TUV Certified FS Tech and FS Eng progressively.
  • Working knowledge of DSEAR and ATEX regulations.
  • Working knowledge of HAZOP, LOPA, SIL assessments process along with Human Factors.
  • Proficient in the use of Microsoft Office Suite.
