RM Advisory Services LLC (RMAS), a licensed CPA firm and Federal small-business contractor, is seeking a Senior DoW Financial Data Architecture and Integration Subject Matter Expert for an anticipated DoW financial-management engagement.
This is a specialized financial-data position - not a general IT architecture role. The successful candidate will have recent, hands-on experience with the Defense Agencies Initiative (DAI), DoD financial data, feeder-system interfaces, fiscal-code alignment, data crosswalks, and financial enterprise architecture. The individual will help the DoW establish traceability between source-system transactions, DAI, financial reports, dashboards, accounting requirements, and audit evidence.
Support strategic planning, oversight, and implementation of financial data-management and enterprise-architecture initiatives.
Document how financial information moves from feeder systems through DAI and into general-ledger reports, dashboards, certifications, and audit evidence.
Reconcile DAI transactions and data populations to supporting feeder systems to identify missing, rejected, duplicated, miscoded, or improperly transformed information.
Develop and maintain source-to-target mappings, fiscal-code crosswalks, interface mappings, data definitions, business rules, and data-lineage documentation.
Evaluate proposed fiscal-code, interface, configuration, and system changes to determine their effect on related business processes, financial reports, and downstream systems.
Support the development and maintenance of authoritative fiscal-code documentation.
Apply SFIS, USSGL, DoD financial-management, and applicable DON and Marine Corps requirements to financial data and system analyses.
Identify root causes of data-quality and reconciliation issues involving source systems, interfaces, business rules, transformations, system configurations, or internal controls.
Establish validation rules and repeatable quality checks for dashboards, financial reports, performance measures, and analytical outputs.
Develop policies, directives, procedures, governance standards, and implementation guidance supporting consistent financial-data management.
Represent the organization in fiscal-code, data-governance, financial-system, and enterprise-architecture working groups.
Advise Marine Corps personnel and external stakeholders on financial-data requirements, architecture decisions, system impacts, and recommended corrective actions.
Prepare written analyses explaining identified conditions, governing requirements, root causes, financial and system impacts, alternatives, and recommended solutions.
Coordinate with financial managers, accountants, system owners, data engineers, auditors, and senior Government leaders.
Active Secret security clearance.
Bachelor's degree in accounting, finance, information systems, data analytics, business, or a closely related field.
At least seven years of DoW financial-management, financial-systems, financial-data, or enterprise-architecture experience.
Recent hands-on DAI experience, preferably within the past three years.
Demonstrated experience reconciling DAI information to feeder-system or source-system data.
Experience developing financial data crosswalks, source-to-target mappings, data definitions, business rules, or data-lineage documentation.
Working knowledge of DoW financial data standards and accounting requirements, including SFIS, USSGL, and the DoD Financial Management Regulation.
Experience evaluating financial-system interfaces, fiscal-code alignments, data transformations, or configuration changes.
Ability to translate technical data and system issues into clear financial, accounting, operational, and audit impacts.
Experience preparing formal analyses, recommendations, procedures, policies, or senior-leadership briefings.
Ability to participate in occasional onsite meetings at the Pentagon or another National Capital Region location.
