Tech Army, LLC seeks an experienced Web Applications Programmer to design and deliver robust web solutions for state government education programs. You will translate requirements into technical deliverables, author essential documentation, and collaborate with analysts, developers, and managers to drive projects forward.

Requirements include 7+ years in web apps and .NET, plus strong SQL, MVC, HTML5 and the ability to work with diverse stakeholder groups.

  • Minimum 7 years of experience producing technical documentation (requirements, specs, traceability, designs, testing).
  • Minimum 7 years of experience testing custom applications, reports, or dashboards.
  • Minimum 4 years of experience with PL/SQL or T-SQL.
  • Minimum 3 years of experience with MVC architecture.
  • Minimum 2 years of experience with HTML5.
  • Proficiency with Microsoft Word, Excel, Visio, Project, PowerPoint, and SharePoint.
  • Ability to collaborate with Developers, BAs, PMs and stakeholders under project leadership.
  • Experience supporting large-scale application implementations.
  • Experience with multiple stakeholder groups with diverse needs.
  • State government experience preferred, especially in Education or Early Learning.

Responsibilities

  • Translate project requirements into effective technical solutions and deliverables.
  • Work with Business Analysts to create/update documentation (technical, user, training).
  • Participate in project meetings and development activities to deliver outcomes.
  • Communicate progress, risks, and issues to stakeholders and weekly status reports.
  • Assist PM and leadership with technical information and updates as appropriate.
  • Ensure established technical standards and infrastructure requirements are followed.
  • Collaborate with internal/external resources to implement solutions within guidelines.
  • Identify and resolve technical or project obstacles affecting timelines.
  • Contribute to contingency and mitigation planning when necessary.
  • Engage with state and federal stakeholders as required and research emerging technologies.

Job description

The Department is seeking an experienced Web Applications Programmer who meets the following minimum qualifications. All required experience and qualifications must be clearly stated on the candidate’s resume and verifiable through reference checks.

  • Bachelor’s degree in Computer Science, Management Information Systems, or a related field preferred.
  • Minimum 7 years of experience developing web applications.
  • Minimum 7 years of experience developing applications using the .NET framework/architecture.
  • Minimum 7 years of experience producing technical documentation, including requirements, specifications, traceability matrices, system designs, and testing documentation.
  • Minimum 7 years of experience testing custom applications, reports, large data sets, and/or dashboards.
  • Minimum 4 years of experience with PL/SQL or T-SQL preferred.
  • Minimum 3 years of experience with MVC (Model-View-Controller) architecture.
  • Minimum 2 years of experience with HTML5 preferred.
  • Proficiency with Microsoft Word, Excel, Visio, Project, PowerPoint, and SharePoint.
  • Ability to collaborate effectively with Developers, Business Analysts, Project Managers, and other technical and business stakeholders under project leadership.
  • Demonstrated experience supporting large-scale application implementation projects.
  • Experience collaborating with multiple stakeholder groups with diverse and competing needs, priorities, and expectations.
  • Experience working in state government is preferred, particularly within Education or Early Learning environments.

The Web Applications Programmer will be responsible for the following key deliverables and activities, including but not limited to:

  • Understand project requirements, objectives, and goals and translate them into effective technical solutions and deliverables.
  • Work closely with Business Analysts to create and update project, technical, user, and training documentation as needed.
  • Actively participate in project meetings, working sessions, and other activities required to develop and deliver project outcomes.
  • Communicate accomplishments, progress, issues, and upcoming activities to the Business Analyst for inclusion in weekly status reports.
  • Communicate project progress, risks, issues, and technical information to key stakeholders.
  • Assist the Project Manager, program leadership team, and executive steering committee with technical information and project updates as appropriate.
  • Ensure established technical standards, development practices, and infrastructure requirements are followed for software applications.
  • Understand strategic project direction and tactical objectives and contribute effectively to the development and implementation of business solutions.
  • Collaborate with internal and external technical resources to develop and implement solutions within established project guidelines.
  • Identify and resolve technical or project obstacles that may impact solution plans, business objectives, or implementation timelines.
  • Assist with the development and implementation of contingency and mitigation plans when necessary.
  • Participate in conference calls and working sessions with state and federal stakeholders as required.
  • Research emerging technologies and evaluate their potential application to the project and broader program objectives.
  • Support application development, testing, documentation, implementation, and ongoing project activities as assigned.

Staff augmentation consultants are generally required to be off during the week of Christmas and New Year’s unless services are specifically required and prior approval is obtained from division leadership.
