Job summary

Zachary Piper Solutions is seeking a Budget/Financial Analyst III to deliver senior-level budget analysis and financial management support to an Army client in a fast-paced HQ environment, onsite in Crystal City, Arlington, VA.

You will lead budget submissions, develop spend plans, support the full PPBE cycle, and provide actionable financial insights to senior leaders. Requires active Secret clearance, DoD budgeting knowledge, and advanced Excel, Power BI, and Power Apps skills.

Qualifications

• Active Secret Security Clearance required.
• Strong knowledge of DoD budgeting, appropriations law, and Army financial regulations.
• 8–10 years of federal financial management, budgeting and execution experience.
• PPBE process knowledge and Army budget cycles.
• Advanced Excel financial modeling, pivot tables and data analysis.
• Power BI and Power Apps familiarity for reporting and automation.
• Excellent written and verbal communication with senior leadership.
• Proactive, team-focused and able to manage competing priorities.

Responsibilities

• Lead the preparation of detailed budget submissions and funding justifications.
• Develop and manage complex spend plans; track obligations and disbursements.
• Support the full PPBE cycle from program build to year-end close.
• Coordinate with COR and Acquisition teams on funding actions.
• Prepare executive briefings, dashboards and data visualizations.
• Provide guidance and mentorship to junior analysts.
