Premier Enterprise Solutions, LLC is seeking a highly skilled Budget Analyst to support the Office of the Under Secretary of Defense for Intelligence & Security (OUSD(I&S)). The role focuses on PPBE, budget formulation, execution, and resource management from the Pentagon.

Responsibilities include preparing budget exhibits, coordinating with OUSD(I&S) and OSD, and managing a $15–$30M portfolio while ensuring accurate financial reporting and compliance with DoD processes.

Qualifications

• 10 years supporting DoD financial management, budgeting, acquisition, or PPBE activities.
• Experience preparing budget exhibits, spend plans, execution reports, and financial metrics.
• Experience supporting acquisition planning, MIPRs, IAs, and PRs.
• Advanced proficiency with Microsoft Excel, PowerPoint, and Word.

Responsabilités

• Provide technical advice and analysis supporting appropriations, budget execution, financial management, and acquisition activities.
• Analyze requirements, prioritize resources, and execute appropriated funds.
• Coordinate with OUSD(I&S), OSD, Defense Agencies, and Military Services on budget assessments and estimates.
• Monitor commitments, obligations, expenditures, and reconcile records with WHS and DFAS reports.
• Prepare PPBE budget exhibits and Congressional Justification Book submissions.
• Input and validate resource data in SNaP, BIRD, and related systems.
• Maintain contract files, modifications, and funding documentation.
• Support CORs with invoicing and funding issues.
• Review acquisition packages and initiate DAI transactions for MIPRs, IAs, and PRs.
• Manage portfolio funding valued at approximately $15M to $30M.
• Review Congressional marks, PBDs, and PDMs and assess impacts.
• Prepare spend plans, execution reports, dashboards, charts, and leadership briefings.
