Job Description
NYC Health + Hospitals’ enterprise-wide Supply Chain Services office is seeking an experienced professional to be Senior Director of Strategic Sourcing services.
NYC Health + Hospitals’ Supply Chain Services group is an enterprise-wide centralized procurement department which contracts for goods, services, software, pharmaceuticals, consultants, staffing, and construction for NYC Health + Hospitals and an annual spend of approximately $1.5 billion.
The Senior Director makes key strategic decisions, in concert with the Deputy Chief Procurement Officer, regarding procurement services and oversees daily operations. The Senior Director of Strategic Sourcing establishes the policies and processes used to guide contract negotiations across the health system to meet the organizational needs while helping to reduce costs and improve quality. The position requires strong leadership, and partnership skills, keen analytical skills, as well as strong writing and presentation skills.
The successful candidate will have a strong sense of ownership, excellent inter-personal and problem-solving skills, and be interested in playing a meaningful role in the operation of a large, integrated healthcare delivery system.
SUMMARY OF DUTIES AND RESPONSIBILITIES:
1.Strategic Planning
- Develop a procurement plan and strategy to reduce and contain costs; evaluate and assist in vendor selection; ensure excellent supplier performance; oversee and participate in contract negotiations; and ensure procurement policies and procedures meet internal and external compliance requirement as well as state and city agency programmatic goals of vendor diversity, etc.
- Leverage data capabilities to drive decision making with a view on the future focus of the business, innovation and creativity, and efficiency improvements.
- Initiates and develops the strategic plans, policies and procedures for areas of the business where there is need, including content and infrastructure.
- Identifies and develops new business initiatives and opportunities consistent with the mission and strategic direction of the Health System under the direction of Senior Leadership.
- Establishes and measures organizational performance against goals and objectives.
- Leads daily operations, interprets changes in the marketplace, generates ideas, and participates in initiatives that increase our market advantage.
- Define aim, objective, metrics, and process measures to implement management controls and reporting procedures to ensure that the department has up to date situational awareness of all core issues and operating data pertinent to sound decision making.
- Serve as SME for Laboratory contracting, including RFP preparation, evaluation of new technologies, and standardization efforts across the Enterprise.
2.Operational Performance
- Responsible for the overall contracting, project management, and vendor management for Clinical Laboratory and Imaging categories, including clinical software related needs.
- Lead negotiation efforts for most complex agreements with largest Vendors (primary reference lab providers; major equipment suppliers; contracts for new technologies) to achieve most favorable terms and pricing. Cultivate and maintain professional relationships with company executives and contacts.
- Interface and communicate with executive administration in Medical &Professional Affairs, hospital administration, and clinical departments (Laboratory, Radiology, Radiation Oncology, Nuclear Medicine, others) to ensure contracts produce maximum value by capturing the needs of users.
- Partners with hospital executives, service line leadership and key stakeholders across the health system to identify business needs and formulate solution to streamline operations, reduce costs and improve quality.
- Consults on sourcing solutions, negotiates agreements, and develops and manages vendor relationships to optimize growth while mitigating risks.
- Monitors and evaluates the impact of industry trends on the area’s current business performance and competitive outlook.
- Analyzes competitors’ services and prices, synthesizes information, and develops a cohesive, integrated marketing strategy and action plan.
- Ensures active communication with all external and internal constituencies to establish strong relationships that are complimentary and consistent with organizational goals and strategic needs.
- Ensure that staff is properly allocated with appropriate resources in order to achieve project deliverables and expectations of clients, while maintaining appropriate savings goals and margins.
- Experienced with GPO contracting and services, local contracting and government contracting and building and maintaining partnership agreements.
- Lead negotiation efforts for most complex agreements with largest Vendors (primary reference lab providers; major equipment suppliers; contracts for new technologies) to achieve most favorable terms and pricing. Cultivate and maintain professional relationships with company executives and contacts.
3.Staff Development
- Interviews and selects qualified candidates; supervises, counsels and evaluates direct reports.
- Manage staff development and training with a focus on productivity, staff retention, travel and expense, billability
- Conducts and submits annual performance appraisals.
- Partner with senior leadership to develop and manage budgets for diagnostic services projects, ensuring alignment with organizational goals and financial targets
- Monitor the financial performance of diagnostic services initiatives, identifying areas for cost savings, resource optimization, and improved operational efficiencies
- Prepare and present detailed financial reports and performance metrics to leadership, demonstrating the impact of strategies on organizational goals
- Manage vendor relationships, negotiating contracts and ensuring that technology investments align with both financial objectives and clinical needs
- Provide guidance and oversight on the fiscal management of diagnostic services related technologies, ensuring that all systems, tools, and services are delivered within budget and meet operational expectations
5.Serves as the liaison by understanding and interpreting business requirements, mapping process models, designing technical solutions to satisfy requirements, and completing formal system piloting.
6.Analyzes business needs and ensures that functional and technical requirements are documented.
- Develops KPIs and dashboards to create transparency, monitor success metrics, project status and support financial reporting.
- Provide regular project status information to team members, including attending required meetings and following-up on action items.
7.Develops or assists in the development of work plans, task sequencing, and runs test cases to evaluate the extent of how tasks may be performed concurrently.
8.Support short and long term operational/strategic business activities - by developing, enhancing and maintaining project information and models. Also develop and implement effective/strategic business solutions through research and analysis of data and business processes.
9.Develops and manages best-practices and tools for performance improvement plan execution and management. Identifies and manages performance improvement dependencies and critical path issues.
10. All other related duties, as needed
Minimum Qualifications
1.Master's degree from an accredited college or university in Healthcare Administration, Health Care Planning, Business Administration, Public Administration or a related discipline; and seven (7) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and inter-organizational relationships, or related administrative or managerial functions; or
2.Bachelor’s degree from an accredited college or university in disciplines, as listed in “1” above; and eight(8)years of progressively responsible experience in areas, as listed in “1”; or
3.Satisfactory equivalent combination of education, training and/or experience. However, all candidates must have a minimum of a Bachelor’s degree in disciplines, as listed in “1” above.

- Healthcare indirect and not clinical spend categories
- Cost analysis, budgeting, forecasting, market and supplier research and analysis
- Peoplesoft ERP experience
- Experience working for a hospital system and specialized knowledge and experience with procurement and supply chain in a healthcare environment are strongly preferred.
- 10 years of relevant experience showing a progressive increase of responsibilities and experience.
