Job Summary

Under general direction, the Senior Director, Procurement Contracts provides advanced procurement, contract management, and negotiation services for college‑wide initiatives. The position oversees the development of formal competitive solicitations, manages contracts, ensures compliance with policies and laws, and implements best practices.

Essential Functions (Responsibilities)
  • 25% • Oversee the development and management of formal competitive solicitations for complex and large‑volume acquisitions, including goods, services, equipment and construction contracts.
  • 15% • Negotiate college‑wide and departmental contracts, ensuring compliance with risk management, budget, policies and statutes.
  • 20% • Serve as the primary contract administrator, managing amendments, renewals, terminations, performance and close‑outs.
  • 15% • Prepare and review award recommendations for approval, including documentation for President or Board of Trustees.
  • 5% • Prioritize and manage workload, maintain vendor communications and stakeholder collaboration.
  • 5% • Prepare reports, maintain the Procurement Contract Database and analyze market conditions.
  • 5% • Resolve contract disputes and ensure contract performance meets college requirements.
  • 5% • Continuously improve operations, reduce turnaround times, and enhance customer service.
  • 5% • Perform related tasks as assigned.
Qualifications
  • Education: Master’s Degree in Business, Business Law, Public Administration or related field (equivalent education and experience may be considered).
  • Experience: Minimum 8 years in large‑scale, complex procurement, negotiation, and contract management with at least 5 years of managerial experience, preferably in higher education or government.
  • Certification: Procurement Certification (CPPB, CPPO or CPM) preferred; non‑certified candidates must obtain certification within two years of hire.
Knowledge, Skills and Abilities
  • Advanced understanding of public procurement policies, laws and best practices.
  • Strong negotiation, vendor evaluation, and contract drafting skills.
  • Excellent written and oral communication; proficiency in English composition.
  • Strong analytical and problem‑solving abilities with structured approach.
  • Leadership and team‑building skills; ability to motivate direct and indirect reports.
  • Ability to manage multiple high‑priority tasks and work effectively under pressure.
  • Proficiency with Microsoft Office and specialized procurement systems.
  • Commitment to professional ethics and integrity.
