Job summary

Harford County Government is seeking a Director of Emergency Services to lead the 9-1-1 Center, EMS, Emergency Management, and related public safety programs. You will manage resources, budgets, contracts, and strategic planning while ensuring life safety for residents.

The role requires 8+ years in emergency services with 5+ years in leadership, a relevant bachelor's degree (masters preferred), and certifications such as EVD Operator and FEMA.

Qualifications

• 8+ years of experience in emergency services, emergency management, EMS, emergency communications, fire/rescue, or related field.
• 5+ years of managerial experience in fire or emergency medical service, supervisory, or command-level.
• Bachelor's Degree in Public Administration, Emergency Management, Public Safety Management, Fire Science, or EMS Management.
• Master's Degree preferred; no substitution waives managerial requirement of 5 years.

Responsibilities

• Provides executive leadership and directs department administration.
• Oversees EMS system operations, capacity, staffing, and performance.
• Leads emergency communications and 9-1-1 center operations and technology systems.
• Directs all-hazards emergency management, preparedness, response, and recovery efforts.
• Coordinates emergency response and incident management with multiple partners.
• Supports volunteer Fire/EMS coordination and policy implementation.
• Monitors laws, regulations, and provides policy guidance to County leadership.
• Oversees public information and communications during incidents.
