Job summary

The City of Saint Paul is seeking a Deputy Director of Human Rights and Labor Standards to lead citywide compliance, governance, and policy initiatives within the Department of Human Rights and Equal Economic Opportunity (HREEO). This senior role partners with executive leadership to ensure fair, accessible, and compliant services across the City.

Qualifications

• Bachelor’s degree required in a related field.
• Four years of experience in human rights enforcement, contract analysis/monitoring, investigations, or capacity building.
• At least one year of supervisory experience.

Responsibilities

• Lead the development and implementation of citywide compliance, governance, and policy initiatives.
• Advise executive leadership on regulatory changes, compliance risks, and operational impacts.
• Develop performance metrics, dashboards, and reporting tools to monitor compliance and organizational outcomes.
• Lead cross-departmental initiatives to improve accountability and operational effectiveness.
• Oversee compliance with federal, state, local, contractual, and City regulations.
• Maintain expertise on evolving laws, regulations, and best practices affecting City operations.
• Build and maintain partnerships with the Mayor’s Office, City Council, City departments, community organizations, businesses, and external agencies.
• Collaborate with the City Attorney’s Office on governance and compliance matters.
