Job summary

San Joaquin County is seeking a strategic Deputy Director of Emergency Operations to guide countywide emergency planning, preparedness, response, and recovery efforts. This role provides leadership to ensure coordinated action during emergencies and disaster situations.

The incumbent will supervise staff, manage budgets, coordinate with state and federal partners, and oversee EOC readiness, while developing plans, training, and outreach to enhance public safety and community resilience.

Qualifications

• Four years of management experience in emergency planning/operations or civil defense.
• Experience in emergency communications and mobile radio communications operations/maintenance is desirable.
• Knowledge of incident command system (ICS), SEMS and NIMS.
• Possession of a valid California driver’s license.
• Strong leadership, budgeting and staff development skills.

Responsibilities

• Assist with development and management of staff, programs, budgets and operations of the Office of Emergency Services.
• Direct and supervise staff through subordinate managers; hire, train, motivate and evaluate performance.
• Coordinate countywide emergency operation plans with State, Federal, and local partners.
• Establish quality control and improvement programs; develop drills and testing for readiness.
• Maintain the County’s Emergency Operations Center (EOC) and readiness for emergencies.
• Support policy interpretation, grants, funding opportunities and budget development.
