Overview

Team LMI is seeking a Senior Data Systems Developer specializing in Microsoft Power Platform Suite to support our contract with the Department of Veterans Affairs (VA), Veterans Health Administration (VHA). In this role, you will serve as the lead application developer on a small, integrated project team - responsible for building the interfaces and workflow tools that front-line staff and program stakeholders use to enter, validate, and manage large-scale training and workforce data. You will design and build Power Apps solutions (canvas and/or model-driven) that facilitate day-to-day data collection and approval workflows and push clean, structured data into the underlying SQL Server database. This is an app-building, workflow-first role: the team already has deep SQL and data engineering expertise, so you will spend the bulk of your time designing and developing the Power Apps interface and workflow layer rather than writing SQL.

LMI is a new breed of digital solutions provider dedicated to accelerating government impact with innovation and speed. Investing in technology and prototypes ahead of need, LMI brings commercial-grade platforms and mission-ready AI to federal agencies at commercial speed.

Leveraging our mission-ready technology and solutions, proven expertise in federal deployment, and strategic relationships, we enhance outcomes for the government, efficiently and effectively. Headquartered in Tysons, Virginia, LMI is committed to delivering impactful results that strengthen missions and drive lasting value.

Responsibilities
  • Serve as the primary Power Apps developer for the program, designing, building, and maintaining canvas and/or model-driven apps that serve as the front-line interface for data entry, workflow routing, and approvals
  • Design intuitive, workflow-driven app screens and forms for a range of user roles (analysts, training coordinators, approvers), partnering with the HCD SME to ensure the app reflects real user needs and reduces manual effort
  • Architect and build the data flow from Power Apps into the SQL Server backend, ensuring app-collected data is validated, structured, and pushed into the database cleanly and reliably for downstream reporting
  • Collaborate closely with the Senior Data Engineer Lead on the underlying SQL Server schema and data model so that app inputs map cleanly to the database
  • Build automated workflows in Power Automate that connect Power Apps to SQL Server, SharePoint, and other data sources - handling notifications, approvals, escalations, and status tracking with minimal manual intervention
  • Collaborate with the Senior Data Scientist (Power BI) and Front-End Developer to ensure app-collected data is structured in a way that supports clean, reliable downstream Power BI reporting without rework
  • Design and implement Power Apps interfaces and data input structures that cleanly support downstream Power BI reporting ensuring data captured via the app is well structured, validated, and optimized for analytics.
  • Implement role-based access and security within Power Apps and Dataverse/SharePoint data sources, ensuring alignment with VA security, FISMA, and Section 508 accessibility requirements
  • Maintain and enhance existing Power Apps solutions in response to stakeholder feedback, new workflow requirements, or changes to underlying data sources; respond to ad hoc requests for new forms or workflow features
  • Lead User Acceptance Testing (UAT) and validation for new and updated apps and workflows, developing test cases and coordinating resolution of defects and change requests; assume Quality Assurance responsibilities as needed
  • Document app architecture, data flows, and workflow logic; maintain version control and change management for all app releases, and support train-the-trainer sessions to drive stakeholder adoption
  • Stay current on Power Platform capabilities and features, proactively identifying opportunities to streamline workflows, reduce manual data entry, and improve app performance and usability across the life of the contract
Qualifications

Required Qualifications:

  • Bachelor's degree in computer science, information systems, data science, or a related field
  • 8+ years of experience in application/data systems development, with deep, demonstrated expertise building enterprise-grade Power Apps solutions (canvas and/or model-driven) - this is an app-building, workflow-first role, and Power Apps mastery is the top hiring priority
  • Strong experience designing and building workflow-driven interfaces that collect, validate, and route data -including forms, approval chains, notifications, and status tracking - using Power Apps and Power Automate
  • Demonstrated experience building Power Apps (canvas or model-driven) specifically tailored to support Power BI reporting pipelines including structuring data models, designing clean input interfaces, and implementing best practices for refresh performance and data quality
  • Experience architecting Power Apps solutions that write and push data into a SQL Server database; working knowledge of SQL is expected
  • Demonstrated ability to translate business and program workflows into functional app requirements and intuitive, easy-to-use interfaces for non-technical end users
  • Familiarity with federal data governance and accessibility standards, including FISMA compliance, data security requirements, and Section 508 (WCAG 2.0 AA) accessible design

Desired Qualifications:

  • Experience supporting VA or VHA data and workflow systems, particularly in workforce development, training/learning management, or human capital administration
  • Familiarity with VHA source systems such as the Talent Management System (TMS 2.0), HRSmart, or SharePoint Online, and how workflow data flows between them and a SQL Server backend
  • Experience with Dataverse (or the Common Data Service) as a data source for Power Apps, including entity/table design and relationships
  • Knowledge of Human-Centered Design (HCD), Human-Systems Integration (HSI), or User Experience (UX) methods as applied to workflow and application design
  • Proficiency in Power FX and Power Automate expressions, and experience with custom JSON formatting for SharePoint list views to enhance workflow and reporting usability
  • Master's degree in computer science, information systems, or a related field
