Job summary

The State Corporation Commission seeks a Senior Data Integrity Analyst to join the Health Benefit Exchange (HBE) division in Virginia. The role leads data integrity and reconciliation across Exchange systems and with partners such as carriers, DMAS, CMS, and vendor environments.

Qualifications

  • Four or more years of professional experience in reconciliation, operational data integrity, health insurance operations, or multi-system data environments.
  • Bachelor's degree desirable but not required with eight or more years of relevant professional experience
  • Strong analytical, processing, and problem-solving skills with an ability to make appropriate and sound decisions
  • Experience using MS Office (Word, Excel, PowerPoint) and knowledge of relational databases and SQL
  • Ability to independently use dashboards and conduct trend analysis and reporting
  • Ability to implement established policy consistently
  • Strong documentation and audit support capability
  • Ability to ensure end-to-end discrepancy resolution through coordination, monitoring, escalation, and documentation
  • Understanding of data privacy regulations and best practices
  • Strong interpersonal skills and ability to work with others in a courteous and professional manner through cross-functional collaboration and coordination
  • Ability to communicate clearly, concisely, and professionally, both verbally and in writing
  • Ability to review and analyze information in a detailed, thoughtful, and inquisitive manner
  • Ability to establish and maintain professional working relationships with industry personnel, auditors, and SCC staff

Responsibilities

  • Execute recurring reconciliation cycles across Health Benefit Exchange systems, data sources, and external partners, ensuring full end-to-end discrepancy resolution
  • Analyze data to identify multi-system discrepancies and integrity issues utilizing dashboards and analytical tools
  • Conduct root-cause analysis to determine the source and impact of discrepancies
  • Lead identification and resolution efforts with internal teams (IT Operations, Quality Assurance, Policy, Finance, Consumer & Stakeholder Experience, and Data Analytics) and external partners (insurance carriers, CMS, other state agencies, call center and vendor partners)
  • Track, manage, and submit official responses to federal data integrity and reconciliation requests and programs
  • Create and document processes and procedures for data integrity and reconciliation activities
  • Maintain clear and thorough documentation of data integrity and reconciliation activities
  • Produce and present reports on resolution progress and trends to division leadership
  • Support audit readiness and internal controls
  • Perform other related work as required

Job description

The State Corporation Commission (SCC) seeks a Senior Data Integrity Analyst to join the Health Benefit Exchange (HBE) division. The Health Benefit Exchange operates Virginia’s Insurance Marketplace with a mission to increase access to affordable and reliable health coverage for Virginians who are not insured by their employer, Medicaid, or Medicare. Launched in November 2023, the Marketplace is Virginia’s own state-based health insurance marketplace where consumers can shop for, compare, and purchase health insurance plans. Reporting to the IT Operations Manager, the Senior Data Integrity Analyst leads advanced operational data integrity and reconciliation work across the Exchange systems and with partners such as vendor-managed environments, insurance carriers, Virginia Department of Medical Assistance Services (DMAS), and Centers for Medicare & Medicaid Services (CMS). The SCC offers a hybrid work schedule, career growth, and professional development opportunities including on-the-job training, certifications, and designations.

Essential Duties and Responsibilities

Preferred Qualifications
