Position Overview

This position is part of a team providing the USCENTCOM J2 with consolidated intelligence analysis and support activities involving all-source intelligence analysis, reporting, intelligence operations, international intelligence, engagements, exercises, ISR synchronization, and intelligence planning. It also includes IT support facilities management, training, and Special Security Office support. These activities support USCENTCOM components, deployed forces, other DoD agencies, and Combatant Commands worldwide.

Functions and Key Tasks

1. Exploit data and execute in-depth data discovery to present technical findings in graphical, visual, written, or verbal formats to support decision-making.
2. Develop recommendations for managing, exploiting, and analyzing data within current JIOC systems and constraints.
3. Employ data mining and exploitation techniques using advanced data processing, mathematics, information science, machine learning, network science, and probability models to analyze large, dynamic datasets for actionable insights.
4. Conduct data engineering, data warehousing, compression, data protection, and other techniques on intelligence data, leveraging other enterprise data sources.
5. Perform statistical analysis, mining techniques, and build predictive systems.
6. Design, implement, and operate data management systems for intelligence needs.
7. Design data storage, access, and retrieval systems and manage them effectively.
8. Work with data users to create and populate optimal data architectures and systems.
9. Implement methods to optimize data throughput and query performance.
10. Select database structures and technologies (e.g., SQL, NoSQL, HPC).
11. Design and build web prototypes.
12. Lead efforts to improve data visualization supporting Intelligence Mission Management functions.
13. Conduct scalable data research from internal and external sources to support collection management and assessment processes.
14. Develop automated processes to integrate datasets and condition non-standard data for collection management.
15. Partner with data scientists and knowledge managers to identify deficiencies and develop automation improvements.
16. Evaluate data management capabilities and recommend solutions supporting the Tasking, Collection, and Production, Exploitation, and Dissemination processes.
17. Perform systems analysis and feasibility studies for database and content management solutions.
18. Participate in meetings or briefings to advise and apply data management expertise to solve issues across the TDPED process.

Qualifications

1. Clearance: TS/SCI with CI Polygraph required.
2. Minimum 10 years of related experience, with recent experience within the last 2 years.
3. Master’s Degree in a related technical field preferred; alternatively, a Bachelor’s degree plus 17 years of experience.
4. Proven skills in data visualization tools like Power BI and Tableau.
5. Familiarity with data science languages such as R and Python.
6. Experience merging disparate data sources via R, Python, or SQL.
7. Experience with large multi-INT analytics, ML, and automated predictive analytics tools.
8. Ability to work independently with minimal oversight.
9. Strong skills in producing concise reports and presentations using MS Office and web formats.
10. Excellent communication skills, both verbal and non-verbal.
11. Experience in structured research, evaluating, organizing, and maintaining information within security protocols.
12. Deep knowledge of multi-INT operations, data analytics, and related skills.
13. Ability to interpret complex and technically advanced information.
14. Skills in collaborative work, data sharing, and addressing analytic differences.
15. Experience guiding teams on technical or critical problems.
