Job description

The Center for Health Equity & Community Wellness (CHECW) aims to eliminate racial and other inequities that lead to premature mortality. With a strong foundation in history and structural analysis, CHECW works to increase awareness of the harm caused by racist and unjust policies, advocating for redress in NYC communities. CHECW collaborates with community, faith-based, and healthcare organizations to address social determinants of health, including environmental and commercial factors, focusing on both upstream and downstream influences to enhance health and well-being.

CHECW consists of various bureaus, including Bronx, Brooklyn, Harlem Neighborhood Health, Chronic Disease Prevention, Health Equity Capacity Building, Equitable Health Systems, and Finance, Administration, and Services. The Deputy Commissioner also serves as the Agency's Chief Equity Officer, overseeing initiatives like Race to Justice, aimed at internal reform to address racial health disparities. CHECW operates under the NYC Department of Health and Mental Hygiene (DOHMH).

The Bureau of Equitable Health Systems (BEHS), part of DOHMH, seeks to improve healthcare equity through policy, evidence, and practical expertise. It engages healthcare providers to implement strategies, supports planning and technical assistance, advances policies to close racial health gaps, and connects consumers to social supports. Within BEHS, the Office of Healthcare Systems Strategy and Accountability (OHSSA) promotes innovative initiatives to improve healthcare delivery and strategy in NYC. BEHS is hiring two (2) Senior Data Analysts to shape OHSSA's Healthcare Accountability portfolio, leading data strategy and analysis efforts.

Duties Will Include But Not Be Limited To
  1. Lead the development and execution of a Healthcare Accountability data strategy, managing databases, analytics, research, monitoring, and reporting for various data sets.
  2. Identify additional data sources related to administrative, financial, quality, and utilization metrics.
  3. Evaluate data quality, accuracy, and utility, ensuring analyses adhere to industry standards.
  4. Create visual and written materials for diverse audiences, including agency leadership, policymakers, and the public. Track relevant research and collaborate with external researchers.
  5. Draft technical documentation and lead capacity-building activities.
  6. Manage contracts with external data vendors and experts.
  7. Collaborate with policy teams to translate data findings into policy goals and update strategies accordingly. Work with other teams to build knowledge of Healthcare Accountability data sets and research objectives.
Preferred Skills
  • Advanced degree in data science, statistics, health economics, finance, public health, public policy, or related fields.
  • At least five years of experience managing and analyzing large datasets using software like R, SAS, SQL, or Stata.
  • Healthcare experience in any setting (payor, provider, academic, government, consulting, tech) with understanding of the U.S. healthcare system.
  • Experience with data visualization tools such as Tableau.
  • Proven ability to develop innovative research ideas and communicate findings effectively.
  • Strong problem-solving, analytical, interpersonal, and communication skills.
  • Experience working in interdisciplinary teams and managing multiple projects in a fast-paced environment.
  • Leadership ability to strategize and operationalize goals.
  • Independence, resourcefulness, and a passion for social justice and public service.

Minimum Qualifications
  • For Level I: A master's degree in physical, biological, environmental sciences, or public health from an accredited institution.

For Level II and above, candidates must have:

  • A doctorate in an appropriate field plus one year of supervisory or research experience, OR
  • A master's degree plus three years of full-time research experience, OR
  • Equivalent education and experience, with at least a master's and two years of relevant research experience. Two years as a City Research Scientist Level I may substitute for some experience.
Additional Information
