Job summary

Qualifications

  • Master’s degree in social science, economics, statistics, computer science, data analysis, geography, STEM or closely related field with 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
  • Bachelor’s degree with two years of full-time professional statistical analysis and programming experience in relevant areas.
  • Level II requires additional experience: at least one year full-time work in related field or a master’s degree with 12 credits or three advanced courses in specified areas.
  • Level III requires at least three years full-time experience or a Doctorate with relevant coursework.

Responsibilities

  • Maintain integrity of all property and owner-related data within the Property Tax System (PTS) via regular ad-hoc testing and reporting.
  • Independently investigate unused database tables to identify new property tax analysis opportunities.
  • Develop sales-based market values for various NYC property types.
  • Assist with impact analysis of proposed changes to property tax laws and valuation methodologies.
  • Support ad-hoc analyses for senior management and City Agencies.
  • Assist infrastructure development for the main analytical database.
  • Present research findings to Executive Director and Deputy Commissioner on a regular basis.

Job description

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

DOF’s Tax Policy & Data Analytics Division reviews, analyzes, and evaluates existing and proposed policies and legislation that affect the Department of Finance and New York City in general. This includes analyzing the revenue and distributional impacts of proposed changes to the tax system, monitoring and reporting on tax and parking revenues, working with local and state public agencies and private sector interests to promote improved tax administration, and advising the commissioner, Executive Office, and the New York City Office of Management and Budget on revenue and budgetary issues. The Tax Policy and Data Analytics Division is also responsible for all modeling and data mining for DOF’s Audit Division. Tax Policy also prepares briefing and position papers on tax policy and issues a variety of public reports and newsletters on tax-related issues.

Tax Policy’s Property Tax Analysis Unit seeks two (2) individuals with strong quantitative economic and fiscal research skills to assist its team with conducting complex policy impact analysis, as well as assisting with report production, internal system data quality control, and a variety of other ad-hoc projects related to New York City properties and owners.

Additionally, the ideal candidates will use data available to the Department of Finance and research skills to identify specific populations to meet desired project goals. For example, to confirm an owner’s compliance with the rules of property tax benefits or to determine whether they are subject to certain charges. This will include but be not limited to creating datasets to populate official notices as well as tracking responses received.

Reporting to the Executive Director of Property Tax Research & Analytics, the selected candidates’ duties and responsibilities will include, but are not limited to the following:

- Help maintain the integrity of all property and owner-related data within the Department of Finance’s Property Tax System (PTS) by performing regular ad-hoc testing and reporting, followed by communicating results to the relevant internal Division.
- Independently investigate previously unused database tables to identify new opportunities for property tax analysis and broaden the team's analytical capabilities.
- Select, develop and apply appropriate statistical and research strategies for a variety of projects pertaining to the real property tax, including the development of sales-based market values for all property types in New York City.
- Assist with the production of impact analysis of proposed changes to property tax laws, valuation methodologies, new benefit programs or modifications to existing ones.
- Assist in the production of other ad-hoc analysis for senior management and other City Agencies.
- Assist with infrastructure development for Property Tax Research’s main analytical database.
- Present research findings to Executive Director and Deputy Commissioner on a regular basis.

Additional Information:

In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and the Collective Bargaining Unit representing employees serving in the civil service title.

This position will require employees to have access to Federal Tax Information (FTI) and is subject to an additional background investigation before appointment. The candidate(s) will be required to pass the FTI background investigation as a term and condition of employment.

A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.

2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.

Level II

1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.

2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.

Special Note:

To be eligible for placement in Assignment Level II, individuals must have, in addition to meeting the minimum requirements, at least one year full-time work experience in a related field, or a master’s degree from an accredited college or university, in the areas described in “1” above, with at least 12 credits or three advanced courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography, or computer science."

Level III

1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.

2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.

Special Note:

To be eligible for placement in Assignment Level III, individuals must have, in addition to meeting the minimum requirements of Level II, at least three years full-time work experience in a related field, or a Doctorate degree from an accredited college or university, in the areas described above, with at least 12 credits or three advanced courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.


Preferred Skills

- Strong programming skills in SAS or a similar programming language, such as R or Python, and experience with SQL.- A track record of strong quantitative research skills and intuition around analytics, including experience with descriptive statistics, predictive/inferential statistics, fiscal forecasting, in the domain of tax policy, economic theory, econometric methods, and valuation of assets.- Ability to test and validate the successful integration of publicly submitted data into internal databases and diagnose and resolve data integration failures.- Experience in data quality control and reconciliation of large datasets, both within and across tables and application systems. Ability to detect and document data inconsistencies, investigate potential causes, and evaluate fixes.- Curiosity about database structures and ability to independently understand data structures under conditions of limited documentation.- Experience in end-to-end report creation: gathering requirements, merging data sources and manipulating and cleaning data, producing a report template that effectively communicates the data, and generating a finalized report that meets the requirements specifications.- Experience with data visualization tools, such as PowerBI or ArcGIS, is preferred.- Experience presenting research findings to a variety of audiences including other analysts as well as non-technical audiences.
