Job summary

Knox County Government is seeking a cybersecurity engineer to protect information assets and IT infrastructure across county agencies. You will design, implement, and maintain security controls, coordinate remediation of vulnerabilities, and align security tools with the county's strategy.

Candidates should have 5+ years in cybersecurity engineering, a valid Tennessee driver license, and be prepared to pursue CJIS certification within six months of hire.

Job description

The purpose of this position is to perform daily operations, management, and administration to protect the confidentiality, integrity, and availability of information assets and technology infrastructures of Knox County Government agencies using a comprehensive set of security following technologies.

Essential Functions

• Architect, design, impliment and maintain information system security controls, countermeasures and procedures
• Identify vulnerabilities that are applicable to systems and applications; determine severity and urgency; work with system owners to determine if and when corrective action will be taken; and perform necessary actions to verify corrective actions have been effective
• Research, evaluate, and recommend new security tools, techniques, and technologies and introduce them to the enterprise in alignment with the Knox County Government Information Technology security strategy
• Maintain awareness of new and emerging cyber-attack threats with the potential to harm systems and networks
• Respond to security related incidents and participate in forensic investigations; apply forensic investigation techniques to identify root cause and impact of detected computer security anomalies
• Promote and develop a collaborative and positive environment for security awareness and education
• Serve as an expert advisor with regard to security and functionality for all major data systems and connecting technologies; direct work of others within Knox County Government and outside agencies on a routine basis regarding cyber security and incident response
• Communicate security information to Knox County Government staff as well as other local and remote agencies that access Knox County Government data resources
• Maintain documentation including configuration documents and policy and procedures

Additional Job Functions

• Respond to and report immediately if called upon by local regional or central office supervisors as part of a coordinated emergency response by the Knox County Mayor’s Office
• Ensure regular, punctual attendance during scheduled work hours
• Perform other IT Department duties as required

Minimum Training & Qualifications

• Bachelor’s degree in information technology, computer science, or related field
• Minimum of five (5) years’ related experience performing cybersecurity engineering
• Must possess and maintain a valid TN driver license
• Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities may be considered for employment into the position
• This position may require you to obtain and maintain Criminal Justice Information Services (CJIS) certification throughout your employment with Knox County IT. This includes, but is not limited to, a favorable background check completed and approved by the Tennessee Bureau of Investigation, successful completion of security awareness training, and a signed TBI Release of Information Form Acknowledgment within the first six months of hire and biennially thereafter.

Specialized Knowledge

Training in the following areas is required: Cyber Security concepts, best practices, social engineering and a variety of other cybery security tools

Competencies

• Demonstrated working knowledge of Enterprise software patching technologies, Geo-Protection technologies, Host Based Intrusion Detection System (HIDS), Enterprise Anti-Virus (network and email), Anti-Malware, Anti-Phishing technologies, Security Event and Incident Management (SEIM), log analysis, content filtering solution, and Security audit remediation
• Demonstrated working knowledge and experience working with Windows Service, Unix/Linux, Windows Desktop, and other operating systems
• Demonstrated experience maintaining technical documentation
• Ability to multi-task and solve very complex technical, professional, and management problems
• Ability to work in a position of significant complexity
• Ability to communicate moderately complex technical information to both subject matter experts and non-expert end users
• Ability to direct the work of others in a non-supervisory capacity
• Ability to use computers (desktops and laptops) and peripheral equipment
• Highly organized with attention to detail
• Ability to use tact to resolve issues
• Ability to work weekends and overtime, as necessary
