Job summary

Leidos National Security Sector seeks Senior-level Joint Fires Operational Planners to support USCYBERCOM. The role applies Joint Targeting and Operational Planning to secure tactical objectives and achieve strategic end-states.

On-site support for USCYBERCOM J3, CNMF, and JTF-ARES, with collaboration across DISA, NSA, and interagency partners to develop targeting policies and deliver cyber-focused tactics and procedures.

Qualifications

  • Active TS/SCI security clearance with Polygraph is required for consideration.
  • BA/BS degree or higher within Cybersecurity, Computer Science, Intelligence Studies, or related field, or ability to complete degree within one year of hire. Substitution with extended experience and technical certifications is acceptable.
  • Ten to Twelve plus years' experience supporting CO or intelligence operations, focusing on Joint Targeting. 15 years' experience across CO, Information Operations, Joint Targeting, and Operational Planning may be considered.
  • DoD or Intelligence Community (IC)-sponsored certification for Joint Targeting.
  • Graduate of DoD or IC-sponsored Operational Planning training with advanced understanding of Joint Operations Planning process and related doctrine/methodologies.
  • High proficiency with target management systems (e.g., MIDB, Coliseum, CAT Targeting Toolkits) supporting non-kinetic effects.
  • Mastery of Joint Targeting Cycle and related doctrine (e.g., CJCSI 3370.01, JP 3-60).
  • DOD 8140/8570 IAT Level II Certification.
  • Experience working with targeting Boards and Working Groups (JTWG, JTCM, JTCB) and ability to lead boards or working groups as needed.
  • Experience leading intermediate to advanced target development and preliminary collateral effects analysis.
  • Broad knowledge of Blue-space Cyber capabilities and understanding of available Cyber infrastructure for Defensive (DCO) and Offensive (OCO) operations, plus networking fundamentals.
  • Ability to produce analytical materials (documents, summaries, issue papers, talking points, briefings).
  • Ability to work in a fast-paced, collaborative environment, multi-task, and meet deadlines.
  • Strong interpersonal, critical thinking, and communication skills, with the ability to convey complex technical data to non-technical audiences.

Responsibilities

  • Lead provision of timely, accurate, relevant Operational Planning support that underpins and drives USCYBERCOM Joint Fires Targeting processes.
  • Coordinate targeting strategy development and engagement responsibilities with supported, supporting, and partner commands to ensure Joint Fires requirements are implemented.
  • Develop and deliver Cyber-focused TTPs that advise future operations planners on achieving Cyberspace Operations effects.
  • Act as technical liaison between capability SMEs and capability developers, testers, planning teams, operations support staff, and operating units during planning and operations.
  • Develop, coordinate, and deliver USCYBERCOM joint targeting policies, procedures, and commander's targeting guidance.
  • Lead Boards, Bureaus, Centers, Cells, and Working Groups (B2C2WGs) such as JTWG, JTCM, JTCB to prioritize and synchronize target requirements.
  • Prepare strike packages, Cyber fires approval packages, Information Operations target packages, and support non-kinetic fires activities.
  • Synchronize targeting methodologies across Cyber and information-related capabilities.
  • Manage target development lists and support target systems analysis and cyber weapons capability analysis.
  • Support integration of targeting activities into the broader joint targeting cycle, including interagency coordination.
  • Facilitate the transition of Fires tasks to the CMF as appropriate.
  • Analyze All-Source finished intelligence and technical data to identify Cyber threat patterns.
  • Collaborate with operational, technical, and intelligence elements across USCYBERCOM to enhance situational awareness.
  • Maintain understanding of APTs, threat actor TTPs, and cyber threat trends.
