Job summary

Puyenpa Services LLC invites a Senior Cyber Exercise Planner to join the USSOUTHCOM J38 Cyber Exercise Branch onsite in Doral, FL. You will design challenging, realistic exercise scenarios aligned with strategic objectives and interact with senior personnel to guide training and contingency operations.

Lead end-to-end exercises, coordinate with senior external personnel, and develop CONOPS/TTPs while producing executive-level papers and briefs for leadership.

Qualifications

• Extensive experience with the Joint Exercise Life Cycle (JELC), JTS, and exercise constructs (LFX, TTX, CPX).
• Proven CCMD/3–4 star HQ experience and strong Staff Action Officer planning background.
• Deep understanding of Joint Level Operational Planning (OPLANS/CONPLANS) and Crisis Action Planning.
• Expertise in Cyberspace Operations, including OCO, DCO, and DODIN OPS.
• Must hold the required security clearance for classified environments.
• Ability and willingness to travel to CONUS and OCONUS locations.

Responsibilities

• Lead end-to-end planning, execution, and assessment of major joint and CCMD exercises (e.g., PANAMAX, FUSED RESPONSE, SOUTHERN DEFENDER).
• Serve as primary technical POC for Cyberspace Operations exercises with senior external personnel.
• Develop strategic, operational, and tactical training objectives, scenarios, and MSEL injects.
• Facilitate development of Cyberspace Operations TTPs and CONOPS.
• Lead and manage the Cyber Exercise Coordination Working Group (CECWG).
• Analyze exercise results and present executive-level conclusions and solutions.
• Prepare 4-star level information papers, executive summaries, and briefs for leadership.

We are actively seeking a highly experienced and strategic Senior Cyber Exercise Planner to join our USSOUTHCOM J38 Cyber Exercise Branch team onsite in Doral, FL. In this role as the prime technical expert, you will design challenging, realistic, and relevant exercise scenarios that meet strategic and operational objectives. You will interact with senior personnel and guide the development of high-level training and contingency operations.

This is an exciting opportunity to be part of the Puyenpa team supporting the USSOUTHCOM team.

The main responsibilities of the role include:

• Lead the end-to-end planning, execution, and assessment of major joint and CCMD exercises (e.g., PANAMAX, FUSED RESPONSE, SOUTHERN DEFENDER).
• Serve as the primary technical point of contact for Cyberspace Operations exercises, representing the organization and coordinating with senior external personnel.
• Develop strategic, operational, and tactical training objectives, scenarios, and MSEL injects.
• Facilitate the development of Cyberspace Operations Tactics, Techniques, and Procedures (TTPs) and Concept of Operations (CONOPS).
• Lead and manage the Cyber Exercise Coordination Working Group (CECWG).
• Analyze exercise results, draw conclusions, and devise recommended solutions for executive-level leadership.
• Develop and present "4-star" level information papers, executive summaries, and briefs to senior leadership.

Qualifications:

• Extensive experience and a complete understanding of the Joint Exercise Life Cycle (JELC), Joint Training System (JTS), and varying exercise constructs (LFX, TTX, CPX, etc.).
• Proven experience in a CCMD / "3-4 star" level headquarters environment, with a strong background in Staff Action Officer planning.
• Deep understanding of Joint Level Operational Planning (OPLANS/CONPLANS) and Crisis Action Planning.
• Expertise in Cyberspace Operations, including Offensive Cyber Operations (OCO), Defensive Cyber Operations (DCO), and DoD Information Network Operations (DODIN OPS).
• Must possess the required security clearance to work in a classified environment.
• Ability and willingness to travel to CONUS and OCONUS locations as required.
