Job summary

General Atomics (GA) is seeking a Cost Estimating Manager to join its Cost Engineering team at the Rancho Bernardo facility. This working manager will lead cost estimating activities for proposals and contracts, ensuring compliance with laws and regulations while guiding strategic improvements to the estimating function.

The role requires managing staff, providing risk counsel to management, and coordinating with program managers during negotiations and audits.

Qualifications

Bachelor's degree in business administration, industrial/cost engineering, or related field.
Eleven+ years of progressive cost estimating experience, preferably with a defense contractor.
At least five years in management.
Must be familiar with FAR and related governmental rules and regulations.
Ability to plan, organize, schedule, and lead a team to milestones; strong leadership.

Responsibilities

Provides guidance to senior management on cost estimating for government and commercial proposals and contracts.
Leads cost estimating activities for contract change orders and estimates with staff oversight.
Serves as primary cost estimating representative during program negotiations and audits.
Develops reports and presentations to secure management approval of cost estimates and cash flow goals.
Manages recruitment, retention, and development of cost estimators to ensure talent availability.
