Job summary

Platinum Global Talent Solutions seeks a Senior Cost Consultant – Capital Planning & Estimating for the Hudson Tunnel Project in New York. You will lead development, validation, and management of capital budgets for major infrastructure programs, coordinating with engineering, project controls, procurement and finance teams.

The role requires extensive cost estimating across design stages, ROM and pre-tender estimates, with strong focus on market conditions, escalation, and risk.

Qualifications

• Significant experience in cost estimating and cost management on major capital projects.
• Experience developing, reviewing, and reconciling complex construction estimates through project stages.
• Ability to translate detailed estimating data into clear advice for senior management and clients.
• Familiarity with AACE estimating practices and cost-engineering concepts is advantageous.

Responsibilities

• Develop, assemble, and maintain capital budgets and Total Project Cost estimates for major infrastructure programs.
• Review conceptual, ROM, design-stage, pre-tender and matured cost estimates; challenge rates and contingencies.
• Lead reconciliation of estimates across multiple projects and delivery teams into an integrated program budget.
• Prepare executive-cost reports, variances, trends, and decision-support materials for leadership.
