OGCS is seeking a highly experienced Contracts Specialist with 10+ years of experience supporting large-scale energy projects to join a major energy infrastructure project. This is an immediate-start opportunity, employed by OGCS and assigned to our owner/operator client. The role is 100% on-site, Monday through Friday, in downtown Houston and offers the opportunity to play a key role in a high-profile capital project.
KEY RESPONSIBILITIES
Pre-Award
- Develop and manage sourcing and tendering plans aligned to project schedule requirements
- Prepare and issue Requests for Proposals (RFPs), including scope definition, commercial terms, and evaluation criteria
- Lead or support the evaluation of bids, including technical and commercial assessments
- Develop and negotiate major agreements, including Reservation Agreements structured for novation
Contract Award & Execution
- Draft, negotiate, and execute contracts in coordination with legal and project stakeholders
- Develop and manage Master Agreements, ensuring alignment with project commercial strategy
- Facilitate contract execution and handover to the project administration team
Post-Award Contract Administration
- Manage the Change Order process, including preparation, review, negotiation, and agreement of changes
- Monitor contractor and supplier performance against contractual obligations
- Maintain accurate contract records and administer contractual correspondence
- Identify and manage commercial risk through proactive contract administration
CANDIDATE REQUIREMENTS
- Minimum 10 years of experience in Contracts and Procurement on large-scale energy projects
- Proven experience executing the full contracting cycle from pre-award through post-award administration
- Strong capability in RFP preparation, sourcing strategy, and tendering plan development
- Demonstrable experience administering Change Orders and managing contract variation processes
- Experience developing, negotiating, and managing Master Agreements and framework contracts
- Background in drafting or managing Reservation Agreements or similar instruments intended for novation
- Prior experience working for or directly embedded with an owner-operator organisation
- Ability to work at pace with competing priorities in a dynamic, evolving project environment
- Open-minded and adaptable, with a solutions-oriented approach to changing requirements
- Strong interpersonal and communication skills; capable of working collaboratively across multi-disciplinary teams
- High degree of commercial acumen and attention to detail
- Self-sufficient with the ability to produce quality deliverables with limited supervision
- Experience in the oil and gas industry for major infrastructure sectors
- Familiarity with US contract law and commercial frameworks applicable to large-scale capital projects
